NY State of Health 2025 Open Enrollment Period
The NY State of Health Open Enrollment Period for coverage in a 2025 Qualified Health Plan is ongoing. Enroll by the 15th of the month for coverage to begin the 1st of the following month. This year, New Yorkers can take advantage of new cost-sharing reductions that will lead to significant savings, especially for individuals with diabetes, pregnant and post-partum people, and New Yorkers with moderate incomes.
Enrollment in other programs through the NY State of Health Marketplace (Medicaid, Child Health Plus and the Essential Plan) is available year-round.
Medicaid for Undocumented New Yorkers Age 65 and Older
As of January 1, 2024, undocumented adults age 65 and older who meet income requirements are now eligible for Medicaid. Medicaid offers comprehensive health coverage including routine doctors’ visits, prescriptions, mental health services and hospital stays.
To qualify, New Yorkers must have income at or below:
- $20,783 for an individual
- $28,208 for a household of two
If you are eligible and already have Emergency Medicaid, you should receive a notice in the mail from NY State of Health with additional instructions on how to choose a Medicaid Managed Care plan. If you are eligible but do not have Emergency Medicaid, NYC Health Department enrollers can help you apply for Medicaid.

Essential Plan Expands to Cover More New Yorkers
Starting April 1, 2024, the Essential Plan, a public health insurance program offered through the NY State of Health Marketplace, expanded to cover more New Yorkers. Individuals with incomes up to $37,650 or those with lower incomes who do not qualify for Medicaid may qualify for the Essential Plan. There is no monthly premium for the Essential Plan.
New Health Insurance Coverage Options for DACA Recipients
Deferred Action for Childhood Arrivals (DACA) recipients are eligible for the Essential Plan. The Essential Plan covers doctors' visits, hospital care, screenings, prescription medicine, dental and vision benefits, and more with no monthly premium.
As of November 1, 2024, DACA recipients are newly eligible for Qualified Health Plans (QHPs) and Advance Payments of Federal Premium Tax Credits. This expansion provides more options for DACA recipients to access health insurance through the NY State of Health Marketplace. Personal information, including immigration status, will only be used to determine health insurance eligibility. It will remain confidential and will not be shared.
