The New York City Department of Citywide Administrative Services (DCAS), Citywide Office of Occupational Safety and Health (COSH) has oversight responsibilities for Mayoral agencies in occupational safety and health. COSH also conducts worksite inspections and conducts training to reduce hazards, accidents and occupational injuries and illnesses in City agency worksites.
By Executive Order No. 38, dated August 20, 1997, and the Citywide Contract Article XIV - Occupational Safety and Health, the Mayor directs the establishment and conduct of effective employee safety and health programs in every Mayoral agency. The Order also assigns to DCAS the responsibility of coordinating these programs through COSH. A Safety and Health Coordinator (in pdf format) designated by each agency is responsible for the safety program in that agency.
COSH reports to the Office of the General Counsel of the Department of Citywide Administrative Services (DCAS). COSH is staffed with a director, a deputy director, hearing conversation and video display terminal supervisor, industrial hygienists, safety specialists, a policy analyst and a trainer.
A large portion of our workload is comprised of developing safety and health policies, conducting health and safety inspections and educating and training the agencies about public employee safety and health regulations. We provide technical assistance including direct testing and monitoring for hazards, to developing programs and training. COSH can be found in every aspect of City worker safety and health.
