2006 Consolidated Plan Annual Performance Report

This document is required by the United States Department of Housing and Urban Development (HUD). The Consolidated Plan Annual Performance Report (APR) describes the City's performance concerning the statutory requirements of the Cranston-Gonzalez Housing Act's Comprehensive Housing Affordability Strategy and the City's one-year use of federal funds for the four HUD Office of Community Planning and Development entitlement programs: Community Development Block Grant (CDBG), HOME Investment Partnership, Emergency Shelter Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA). This document reports on the accomplishments and commitment of these funds during the past Consolidated Plan Program Year, January 1, 2006 to December 31, 2006.  In addition, an one-year update of the City's Affirmatively Furthering Fair Housing (AFFH) Statement is included as part of the APR.

Federal regulations require the City to submit an APR to HUD no later than 90 days after the end of the program year. This is the ninth year the City of New York has used HUD's budgeting system called, the Integrated Disbursement and Information System (IDIS). As with the City's 1998 APR, the required elements of the Proposed 2006 APR come from the reports generated from IDIS. The Proposed APR was submitted to HUD on April 2, 2007 and subsequently approved May 31, 2007.

This version of New York City's Consolidated Plan Annual Performance Report is part of the City's activities to fulfill federal Consolidated Plan citizen participation regulations regarding availability of the Performance Report to the public which require localities to provide the public with reasonable access and opportunity to examine the document.

The Proposed APR's public comment period was from March 14, 2007 to March 28, 2007. Comments received by the end of the comment period (close of business) regarding the City's use of these federal funds were to be summarized and Agencies' responses incorporated into this document for submission to HUD.  However, no citizens' comments were received during the Public Comment period.
