This document is required by the United States Department of Housing and Urban Development (HUD). The Proposed Consolidated Plan Annual Performance Report (APR) describes the City's performance concerning the statutory requirements of the Cranston-Gonzalez Housing Act's Comprehensive Housing Affordability Strategy and the City's one-year use of federal funds for the four HUD Office of Community Planning and Development entitlement programs: Community Development Block Grant (CDBG), HOME Investment Partnership, Emergency Shelter Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA). This document reports on the accomplishments and commitment of these funds during the past Consolidated Plan Program Year, January 1, 2007 to December 31, 2007. 

In addition, New York City's Five-Year Affirmatively Furthering Fair Housing (AFFH) Statement has also be released for public comment as part of the City’s proposed 2007 APR.

Federal regulations require the City to submit an APR to HUD no later than 90 days after the end of the program year. This is the tenth year the City of New York has used HUD’s budgeting system called, the Integrated Disbursement and Information System (IDIS). As with the City’s 1998 APR, the required elements of the Proposed 2006 APR come from the reports generated from IDIS.

This version of New York City’s Consolidated Plan Annual Performance Report is part of the City’s activities to fulfill federal Consolidated Plan citizen participation regulations regarding availability of the Performance Report to the public which require localities to provide the public with reasonable access and opportunity to examine the document.
The Proposed APR’s public comment period was from March 12, 2008 to March 26, 2008. Comments received by the end of the comment period (close of business) regarding the City’s use of these federal funds were to be summarized and Agencies’ responses incorporated into this document for submission to HUD. No comments were received concerning the Proposed Annual Performance Report. The Proposed APR was scheduled to be submitted to HUD on March 31, 2007. However, the City of New York requested and was granted a five (5) business-day extension in order to allow time to respond to citizens’ comments received concerning the Proposed 2007 Consolidated Plan Annual Performance Report – Affirmatively Furthering Fair Housing (AFFH) Statement. The Proposed AFFH statement is considered a sub-report of the Proposed APR, and therefore bound by Consolidated Plan annual performance reporting citizen participation regulations. Both the Proposed 2007 Annual Performance Report and Proposed AFFH Statement were subsequently submitted to HUD on April 7, 2008.
