The Consolidated Plan is the City of New York's annual application to the United States Department of Housing and Urban Development (HUD) for the Office of Community Planning and Development four entitlement programs: Community Development Block Grant (CDBG), HOME Investment Partnership (HOME), Emergency Shelter Grants (ESG), and Housing Opportunities for Persons with AIDS (HOPWA). These federal funds are used to address affordable housing, homelessness, supportive housing services and community development needs for programs which were conceived either to directly or indirectly benefit low- and moderate-income households. The 2008 Consolidated Plan represents the fourth year of New York City's five year strategic plan for Consolidated Plan Years 2005 - 2009.

This version of New York City's Consolidated Plan is part of the City's activities to fulfill federal Consolidated Plan citizen participation regulations regarding availability of the Plan to the public which require localities to provide the public with reasonable access and opportunity to examine the document.

The 2008 Consolidated Plan consists of two chapters in three volumes: Volume 1. Executive Summary and Part I. Action Plan: One Year Use of Funds; and Volume 2. Part I.E., Supportive Housing Continuum of Care for the Homeless and Non-homeless Special Needs Populations; and Part II. Other Actions; and Volume 3. Part II.M., Summary of Citizens' Comments; and Appendices.

For the 2008 Consolidated Plan program year the City of New York is required to use HUD's Performance Outcome Measurement System. The Performance Outcome Measurement System was developed to enable the U.S. Department of Housing and Urban Development to collect and aggregate standardized performance data on entitlement-funded activities from all entitlement grantees nationwide for use in reporting to Congress on the effectiveness of its formula entitlement programs in meeting the Department's strategic objectives. The outcome performance measurement system includes objectives, outcome measures and performance indicators that describe the intended outputs of the various entitlement funded activities. The City has reorganized the document, rather than following the strict order of the HUD Rule, to reduce repetition and to facilitate public understanding. However, all of the required elements are included.

The Proposed Consolidated Plan's public comment period began October 9, 2007 and ended November 7, 2007. Comments received by the end of the comment period regarding the use of these federal funds were summarized and Agencies' responses incorporated into this document for submission to HUD.

New York City's Consolidated Plan program year begins January 1 and ends December 31. Each year the City of New York is required by federal regulations to submit a proposed Plan to HUD no later than forty-five days prior to the start of the program year. Therefore, the City submitted the report as scheduled on November 15, 2007 and was subsequently approved by HUD on December 24, 2007.
