Introduction

This report is a follow up to the Community District 1 Zoning Study, Phase 1, released by the Department of City Planning in December 1995. The Phase 1 report identified 22 sub-areas within Community District 1 which are to be studied to determine if land currently zoned M1 or C8 could be rezoned to permit residential development. These subareas were selected based on certain land use, employment and locational characteristics; ie, the presence of nonconforming residential uses, presence of substantial vacant land and relatively few manufacturing jobs. The locational criteria included proximity to established residential communities with adequate access to neighborhood commercial areas, community facilities, and mass transit. These 22 subareas are located throughout Community District 1.

Subarea 12, straddling both sides of the Williamsburg Bridge, was selected to be the first one to be studied in detail on the basis of these criteria and is the subject of this report.
