Residential Streetscape Preservation Text Amendment

The proposal will preserve and enhance the streetscape character of residential neighborhoods throughout the City. The text amendment will strengthen front yard planting regulations, create stricter rules for front yard parking in one and two family residence districts, introduce new curb cut regulations in residential districts where they are currently lacking, and clarify the intent of many other regulations relating to parking and curb cuts in residential districts.

Waterfront Text Amendment

The Department of City Planning’s Waterfront Text Amendment received a 2009 "Excellence on the Waterfront" award from the Waterfront Center.

Carroll Gardens/Columbia Street Rezoning

On October 28, 2009 the City Council adopted the Carroll Gardens/Columbia Street Rezoning. The zoning map amendments are now in effect.

Hudson Yards Parking Text Amendment

This proposal implements a Stipulation and Order of Settlement in Hell’s Kitchen Neighborhood Association v. Bloomberg filed on May 5, 2009 in the U.S. District Court, Southern District of New York. The proposal would lift existing parking requirements within the Special Hudson Yards District, the 42nd Street Perimeter Area of the Special Clinton District and Preservation Area P-2 of the Special Garment Center District. Additional changes include establishing maximum permitted parking ratios, limiting the total amount of parking that can be provided in new development and establishing a maximum "reservoir" of public parking spaces to serve existing users of parking in the area.

East River Waterfront Esplanade and Piers Project

After years of community outreach, planning, and design, construction started mid April 2009 on Phase I Pilot Project of the East River Waterfront Esplanade and Piers Project (ERW). This phase of construction will showcase all of the design elements proposed for the esplanade, and will be completed by fall of 2010.

Special Hudson Yards District

On August 1, 2009, the required contribution amount per square foot of bonused floor area available through the District Improvement Fund Bonus in the Special Hudson Yards District was decreased from $114.83 per square foot to $113.22 per square foot.
