Draft Scope of Analysis for the Environmental Impact Statement

The New York City Department of Environmental Protection (NYCDEP) is pleased to announce the availability of the Draft Scope of Analysis for the Environmental Impact Statement (EIS) for the Hillview Reservoir Cover.

In accordance with the terms of an Administrative Order (AO) issued by the New York State Department of Health (NYSDOH) in March 1996 (modified in 1997 and 1999, and renegotiated in February 2008), in response to Total Coliform Rule violations in 1993 and 1994 and the U.S. Environmental Protection Agency's (EPA) final Long-Term 2 Enhanced Surface Water Treatment Rule (LT2ESWTR), NYCDEP proposes to design, construct, and place into operation a concrete cover for the Hillview Reservoir. The project is being proposed to meet the water supply needs of the City of New York and to comply with state and federal drinking water standards. The concrete cover would be constructed on New York City-owned property (the Hillview Reservoir Site) within the City of Yonkers, in Westchester County, New York.

A two-part public meeting will be held in Yonkers, New York. The first part will be an informal presentation of NYCDEP's program at Hillview Reservoir, with an opportunity for question and answer. The second part will be the formal public meeting to receive oral and written comments on the Draft Scope of Analysis. The meeting will be held on:

In response to public comment, the deadline to submit written comments on the Draft Scope of Analysis has been extended from August 8, 2008, to August 22, 2008, and a Final Scope of Analysis, incorporating changes based on relevant comments received, will now be issued on September 26, 2008. Responses to comments given during the formal meeting and written comments received will be provided as part of the Final Scope of Analysis.
