FDNY Strategic Plan for 2007-2008 Released
Fire Commissioner Nicholas Scoppetta released the FDNY Strategic Plan for 2007-2008 on February 9. It outlines the Department’s top priorities and initiatives for the next two years.
The Plan addresses the needs of a growing city while providing a guideline for future FDNY improvements, as well as policy and operational changes within the Department.
The plan focuses on five critical areas:
1. Improve Emergency Response Operations
2. Enhance Health and Safety of FDNY Members
3. Strengthen Management and Organizational Development
4. Increase Diversity
5. Improve Fire Prevention and Safety Education
The Strategic Plan was created by the FDNY’s Planning Oversight Committee (POC), which is comprised of uniform and civilian members.

GOAL 1.0 IMPROVE EMERGENCY RESPONSE OPERATIONS
1.1 Implement initiatives from the Fire/EMS Integration Plan Task Force
1.2 Develop a Network Centric Command
1.3 Extend and enhance training provided to Probationary Firefighters
1.4 Develop training initiatives to ensure the maintenance and sustainability of core competencies
1.5 Develop an FDNY Continuity of Operations Plan
GOAL 2.0 ENHANCE HEALTH AND SAFETY OF FDNY MEMBERS
2.1 Expand and enhance the physical and mental health monitoring of the work force
2.2 Enhance operational safety management and behavior
2.3 Develop operational procedures for applying water to live electricity at Con Ed facilities
GOAL 3.0 STRENGTHEN MANAGEMENT AND ORGANIZATIONAL DEVELOPMENT
3.1 Implement an enhanced Performance Management System for mission-critical functions
3.2 Develop a Battalion Chief Training Day and create a Deputy Chief Development Program
3.3 Continue to develop a Department-wide internal communication strategy
GOAL 4.0 INCREASE DIVERSITY
4.1 Continue targeted recruitment for future Firefighter civil service examinations
4.2 Develop and implement an ongoing, targeted recruitment campaign for EMS personnel
4.3 Continue to expand outreach and mentoring efforts in diverse communities
GOAL 5.0 IMPROVE FIRE PREVENTION AND FIRE SAFETY EDUCATION
5.1 Continue to implement new evacuation plan procedures for commercial high-rise buildings
5.2 Continue to integrate fire prevention with community safety education programs
