2020 Covered Buildings List
Local Law 87 (LL87) requires large building owners to submit audit and retro-commissioning information in an Energy Efficiency Report (EER) to the City once every ten (10) years. Buildings that are required to undergo audits and retro-commissioning include the same private sector buildings that must benchmark under Local Law 84 (LL84): buildings larger than 50,000 square feet, and two or more buildings on a single lot that are larger than 100,000 square feet.

The year you must comply with LL87 and submit your EER to the City is determined by the last digit of your tax block number. For example, a property with the tax block number of "5" is due to file their EER by December 31, 2015.
NOTE: Gross square footage (GSF) listed by the New York City Department of Finance (DOF) are estimates solely for identifying covered buildings under LL84 and LL87; when inputting information, building owners must calculate true gross square area.
Disputing the Covered Buildings List
A property is listed only if a single building on a single lot is over 50,000 sq ft, or multiple buildings on a single lot combined are over 100,000 sq ft. If you believe your building should or should not be on the list, please email the New York City Department of Finance (DOF) at benchmarking@finance.nyc.gov to dispute building square footage or the number of buildings on a tax lot for both LL84 and LL87 lists.
Email benchmarking@finance.nyc.gov and include in your email the following:
- The building(s) borough, block and lot numbers
- Contact name
- Contact email address or telephone number
- Reason for dispute with your correct square footage

Notification Letter
Properties under the covered buildings list will receive a NYC Greener, Greater Buildings Laws Notice confirming their requirement to comply with LL84 and LL87. Download a sample notification letter (in PDF).
