Weatherization Assistance Program

HPD Targeted Multifamily Portfolio Temporary Sub-grantee

REQUEST FOR QUALIFICATIONS

The Department of Housing Preservation and Development (HPD), on behalf of the City of New York, seeks to partner with a not-for-profit organization (the “Partner”) which would apply to the New York State Department of Housing and Community Renewal (DHCR) to become a Temporary Weatherization Sub-grantee, responsible for allocating a portion of the $50,000,000 in American Reinvestment and Recovery Act (ARRA) funding made available by DHCR for Targeted Multi-Family Portfolios. HPD will support the application made by the selected Partner to DHCR to become a Temporary Sub-grantee to weatherize a portfolio of HPD-assisted buildings.   HPD intends to work with the Partner to facilitate the weatherization of approximately 4,000 units in its asset management portfolio.  This Request for Qualifications (“RFQ”) has been issued to determine the eligibility of responding individuals and organizations with which to enter into a partnership. 

Respondents who choose to download the RFQ at no charge must register online.  A copy of the RFQ may also be obtained via mail or in person from 9 a.m. to 5 p.m. at HPD located at 100 Gold Street, New York, NY 10038.  Respondents must register online at the HPD website or in person at HPD to receive any updates or additional communications regarding the RFQ.

Proposals and are due no later than 5:00 p.m. on August 14, 2009.  Detailed instructions are provided in the RFQ.

 1951 Park Avenue Request for Proposals   

The New York City Department of Housing Preservation and Development (HPD) is inviting developers to submit development Proposals for a mixed-use development in East Harlem comprising residential and community facility uses.

This RFP is in accordance with the Mayor’s New Housing Marketplace Plan, which responds to the changing housing needs of New York’s communities by committing to the new construction or rehabilitation of 165,000 housing units by 2013.  The proposed Projects serve the Plan’s critical goals of creating needed housing opportunities, maximizing affordability, making City-owned land available for private residential development, and, in turn, enhancing the City’s community revitalization efforts.

Interested parties that choose to download the RFP using the link below must register.  Only those registered will receive any updates or additional communications regarding the RFP.  A hard copy of the RFP can be obtained at 100 Gold Street, Room 9G, New York, NY during business hours beginning Monday, September 15, 2008 for a $75 non-refundable fee in the form of a certified check or money order payable to the New York City Department of Finance.  The RFP contains a detailed description of the development program, requirements, guidelines, eligibility requirements, selection process, and submission requirements.

Melrose Commons North Request for Proposals

New York City Housing Preservation and Development (HPD) invites established real estate development firms and community based not-for-profit organizations, with experience in housing management and rehabilitation, to submit descriptions of their qualifications to acquire, rehabilitate, and manage tax foreclosed, privately-owned, distressed residential properties through HPD's Third Party Transfer (TPT) program.

DeGraw Street Firehouse Redevelopment RFP:
New York City Department of Housing Preservation and Development (“HPD”) and New York City Economic Development Corporation (“NYCEDC”) are jointly seeking proposals for the rehabilitation and redevelopment of the former DeGraw Firehouse (“DeGraw Street” or the “Site”) located at 299 DeGraw Street in Brooklyn, New York. The purpose of this Request for Proposals (“RFP”) is to solicit proposals from prospective respondents (“Respondents”) interested in leasing and redeveloping DeGraw Street as a community facility. This RFP seeks only proposals to lease the Site; the Site will not be sold. Only proposals from not-for-profit community entities and not-for-profit cultural institutions will be accepted. Potential uses for DeGraw Street may provide office, workshop, classroom and multi-purpose space; community exhibition and meeting space; and performance and rehearsal space, among other uses.

HPD and NYCEDC plan to select a consultant on the basis of factors stated in the RFP which include, but are not limited to: the quality of the proposal, experience of key staff identified in the proposal, experience and quality of any subcontractors proposed, demonstrated successful experience in performing services similar to those encompassed in the RFP, and the proposed fee.

New York City Department of Housing Preservation and Development (“HPD”) and New York City Economic Development Corporation (“NYCEDC”) are jointly seeking proposals for the rehabilitation and redevelopment of the former Wythe Avenue Firehouse (the “Site”) located at 134 Wythe Avenue in Brooklyn, New York. The purpose of this Request for Proposals (“RFP”) is to solicit proposals from prospective respondents (“Respondents”) interested in purchasing and redeveloping the Site as a community and/or cultural facility. Potential acceptable Respondents for the Site, include not-for-profit community entities and not-for-profit cultural institutions that provide the following general functions and programming:

• Not-for-Profit Community Entities: Real Estate Services and Home Improvement Assistance; Health, Safety and Human Services; Community Advocacy and Education; Workforce Development; and Historic Preservation.

• Not-for-Profit Cultural Institutions: Visual, Performing, Media and Other Arts Groups.

  • Request for Proposals for the Brook / Willis Apartments in the Mott Haven area of the Bronx: The New York City Department of Housing Preservation and Development (HPD), in cooperation with the New York City Housing Authority (NYCHA), invites developers to submit proposals for development of an affordable rental housing development called Brook / Willis Apartments in the Mott Haven area of the Bronx. This development consists of eight vacant multi-family buildings with a total of 121 apartments located in an area that has benefited from a substantial investment of resources by the City in recent years for housing, public improvements, and economic development.   • Neighborhood Preservation Consultant Program Request for Proposals: HPD invites qualified, community-based not-for-profit organizations to submit proposals to provide Neighborhood Preservation Consultant services. HPD will contract with selected community-based not-for-profit organizations to provide early intervention and anti-abandonment services to privately owned buildings throughout the City. The consultants will work with HPD to recommend, develop and implement remedial strategies for distressed buildings. DEADLINE: January 26, 2004.

  • Sea View Senior Housing Project Request for Qualifications: HPD in cooperation with the New York City Health and Hospitals Corporation (HHC) is issuing a Request for Qualifications (RFQ) to select qualified developers for the Sea View Senior Housing Project in Staten Island. The project will be developed in an existing building that is owned by the City and leased to HHC located within the 70-acre campus of Sea View Rehabilitation and Home Facility. The building will either be sold or leased to the developer through a long-term lease and then will be rehabilitated to create a senior housing project containing approximately 100 dwelling units. DEADLINE:November 19, 2003

  • HPD and NYCHA Development Request for Proposals: The NYC Department of Housing Preservation and Development (HPD) and the NYC Housing Authority (NYCHA) invite qualified, not-for-profit and for-profit developers to submit proposals for development of an affordable rental housing development called University/Macombs Apartments in the Morris Heights area of the Bronx. University/ Macombs Apartments will be the first project to be carried out under a recently initiated collaboration between HPD and NYCHA for the development of affordable rental housing in New York City.
