HPD's contribution to the Citywide Accountability Program (CAP) is called H.O.M.E.S. (Housing Operations Management System). H.O.M.E.S. is a performance management tool that allows the senior management of HPD to assess the operations and work processes of each of the Department’s Offices. The purpose of H.O.M.E.S. is to work towards more efficient and effective management of HPD in a manner that promotes accountability and creative solutions.
