This position is grant funded for two years from the date
of hire with the possibility of an extension.
JOB DESCRIPTION
The NYC Office
of Emergency management receives funding from several Federal and State
government programs including the Homeland Security Grant Program and the
Regional Catastrophic Planning Grant program. These
initiatives seek to enhance the preparedness
of local and regional governments in many areas including citizen preparedness,
law enforcement, public communications, and planning, among
others.
The assistant
grant/budget analyst will work within the finance unit on the following
activities:
- Administer grant funds in accordance with the
specified program and grant guidelines.
- Monitor and coordinate all
program, administration, and fiscal issues related to assigned grants.
- Prepare reports and other
documentation required for grant administration, including but not limited to
quarterly fiscal reports and semi-annual program progress reports.
- Analyze financial data,
spending plans and variance reports to ensure spending is on track.
- Attend meetings,
conferences, and workshops, as applicable.
- Perform budgeting and accounting
tasks in the City’s Financial Management System
(FMS).
- Coordinate with program
consultants, project managers, and other city, state, and federal agencies as
needed.
The
selected candidate will be expected to work non-business hours during emergencies
and will be assigned to an Emergency Operations Center
Team.
Qualification Requirements
- A master’s degree from
an accredited college in economics, finance, accounting, business or public
administration, human resources management, management science, operations
research, organizational behavior, industrial psychology, statistics,
personnel administration, labor relations, psychology, sociology, human
resources development, political science, urban studies or a closely related
field;
- A baccalaureate degree from an
accredited college and two years of satisfactory full-time professional
experience working in one or a combination of the following areas: working with the budget of a large public or private concern in
budget administration, accounting, economic or financial administration, or
fiscal or economic research; in management or methods analysis, operations
research, organizational research or program evaluations; in personnel or
public administration, recruitment, position classification, personnel
relations, labor relations, employee benefits, staff development, employment
program planning/administration, labor market research, economic planning,
or fiscal management; or in a related field.
