JOB
DESCRIPTION
The New
York City Office of Emergency Management (OEM) seeks applications from experienced attorneys
to work under the direction and general supervision of its Deputy Commissioner
for Legal Affairs. The candidate will have the latitude to engage
in independent action, decision making, and creation of final work product. The
candidate will provide required support to OEM units in several areas
of the law, with a particular emphasis on the Administration Unit regarding
city and agency procurement operations and procedures.
Duties will include, but will not
be limited to, familiarization with the NYC PPB (Procurement Policy
Board) rules and
regulations and reviewing, negotiating and scrutinizing procurement
documents.
In
addition, the candidate will be tasked with negotiating and drafting contracts and/or
agreements with vendors and other City agencies.
The candidate will handle a
broad range of matters such as drafting memoranda of understanding for mutual
aid agreements and intergovernmental agreements; research and review of the law,
as applicable to emergency planning. The candidate will liaise with and advise
executives, supervisors and staff within the agency and within other City
agencies. The candidate may also serve as the Records Access Appeal Officer
under the Freedom of Information Law (FOIL).
The selected
candidate will be expected to work non-business hours during emergencies and
will be assigned to a periodic Emergency Operations Center team.
The ideal
candidate should possess a working knowledge of contract, procurement and
grant regulations, policies and procedures. He or she should have the ability to
develop policy and legal analyses that provide a foundation for emergency
planning and initiatives; strong verbal, writing and interpersonal skills and
the capability to work independently. The candidate must have superior
knowledge of Microsoft Office applications, including Word, PowerPoint, Excel,
Westlaw and/or Lexis/Nexis software.
