Position is grant funded from the date of hire with the possibility of an extension.

JOB DESCRIPTION

With supervision from the Director of Transportation & Infrastructure, Planning and Preparedness Unit, with latitude for independent initiative and judgment, the candidate will assist in the development of regional evacuation plans. This includes identifying methods for evacuating the public, formulating a regional approach to evacuation, creating evacuation policy, and working with City agencies and regional partners to identify roles/responsibilities and resolve gaps/overlaps.   

Responsibilities:

  • Coordinate with government, non-profit, public, and private agencies to develop a regional evacuation framework
  • Create and promote a strategy to increase information-sharing across the region
  • Identify and resolve gaps in existing evacuation plans.
  • Assist in the collection of relevant data.
  • Incorporate transportation and evacuation models into plans.
  • Manage consultant task orders and assist with the management of consultants.
  • Conceptualize and propose emergency management policy for the City.
  • Additional responsibilities as required.

The Transportation and Infrastructure Unit within the Planning and Preparedness Division encompasses National Response Plan Emergency Support Functions 1, 2, 3, 12, and 14. Specifically, this involves planning in the following areas:

  • Traffic management operations and transportation disruption planning for air, maritime, roadways, and mass transit
  • Evacuation for coastal storms and no-notice events
  • Damage assessment
  • Debris management
  • Recovery coordination
  • Hazard mitigation
  • Element-specific planning for electric, gas, steam, telecommunications, and water/wastewater system

The selected candidate will be expected to work during non-business hours during emergencies and will be assigned to a periodic Emergency Operations Center Team.

QUALIFICATION REQUIREMENTS

  1. A master’s degree from an accredited college in emergency management, public administration, urban planning, engineering, economics, political science, the physical sciences or related field and one year of satisfactory full-time professional experience in one or a combination of the following: emergency management, fire or police services public safety, public health, public administration, urban planning, engineering, or another specialized area to which the appointment is to be made; or
  2. A baccalaureate degree from an accredited college and two years of satisfactory full-time paid professional experience in the areas listed in “1” above.
  3. NYC RESIDENCY REQUIRED WITHIN 90 DAYS OF HIRE

PREFERRED SKILLS

  • Proficiency with Microsoft Office applications (Word, Excel, Access, and PowerPoint).
  • Strong written and oral communications skills.
  • Knowledge of and experience in applying the concepts, theories, principles and practices of emergency management.
  • Experience with transportation planning, transportation engineering, and/or traffic modeling preferred.
  • Experience with infrastructure and/or utility planning in an urban environment preferred.
