JOB
DESCRIPTION
With supervision
from the Director of Transportation & Infrastructure, Planning and
Preparedness Unit, with latitude for independent initiative and judgment, the
candidate will manage the development of a comprehensive critical infrastructure
program. Using the National Infrastructure Protection Plan (NIPP) framework, the
Critical Infrastructure Specialist will lead an effort to identify and
categorize critical infrastructure systems and sectors, assess and address
vulnerabilities, identify interdependencies across sectors, and identify
opportunities for mitigation.
Responsibilities:
- Create a
Critical Infrastructure/Key Resources Guide that will become a source document
for all infrastructure components of plans.
- Oversee
the development of new and enhancement of existing infrastructure
plans.
- Identify
and bridge gaps in communication with relevant public and private infrastructure
partners.
- Coordinate
with government, non-profit, public, and private agencies to develop regional
response and recovery plans.
- Create a
strategy to increase information-sharing with critical infrastructure/key
resources.
- Identify
and resolve gaps and infrastructure interdependencies in existing emergency
management plans.
- Assist in
the collection of relevant infrastructure data.
- Create and
maintain an electronic critical infrastructure/key resource document
library.
- Identify
applicable modeling programs and work to incorporate models into
plans.
- Manage
consultant task orders and assist with the management of
consultants.
- Conceptualize and propose emergency
management policy for the City.
- Additional
responsibilities as required.
The
Transportation and Infrastructure Unit within the Planning and Preparedness
Division encompasses National Response Plan Emergency Support Functions 1, 2, 3,
12, and 14. Specifically, this involves planning in the following
areas:
- Traffic
management operations and transportation disruption planning for air, maritime,
roadways, and mass transit
- Evacuation for coastal storms and
no-notice events
- Damage
assessment
- Debris
management
- Recovery
coordination
- Hazard
mitigation
- Element-specific planning for
electric, gas, steam, telecommunications, and water/wastewater
system
The selected
candidate will be expected to work during non-business hours during emergencies
and will be assigned to a periodic Emergency Operations Center
Team.
QUALIFICATION REQUIREMENTS
- A master’s
degree from an accredited college in emergency management, public
administration, urban planning, engineering, economics, political science,
the physical sciences or related field and one year of satisfactory
full-time professional experience in one or a combination of the following:
emergency management, fire or police services public safety, public health,
public administration, urban planning, engineering, or another specialized
area to which the appointment is to be made; or
- A
baccalaureate degree from an accredited college and two years of
satisfactory full-time paid professional experience in the areas listed in
“1” above.

HIRE
PREFERRED SKILLS
- Proficiency
with Microsoft Office applications (Word, Excel, Access, and
PowerPoint).
- Strong
written and oral communications skills.
- Knowledge of and
experience in applying the concepts, theories, principles and practices of
emergency management.
- Experience with
transportation planning, transportation engineering, and/or traffic modeling
preferred.
- Experience with
infrastructure and/or utility planning in an urban environment
preferred.
