The mission of the Office of Labor Relations (OLR) is to provide the City employees with quick and easy access to information concerning the agency, its programs, and services. This site also provides, through links to external sites, information with regard to the services or benefits provided by the various programs offered through OLR.
The Office of Labor Relations will, upon request, consider links to any site that, in its opinion, provides useful resources consistent with the mission statement of OLR (e.g., links to mutual fund company sites with whom the Deferred Compensation Plan has a contractual relationship and links to health insurance carriers with whom the Employee Health Benefits Program has a contractual relationship) subject to the following criteria:

If the link requested is to governmental resources, only official government sites (e.g., federal, state, local, and government-funded agencies/boards, etc.) will be considered. Links to either union sites or sites with whom OLR has a contractual relationship will also be considered. The requesting entity must validate that the site is official via written communication with the Internet Liaison. However, no site that is overly political or campaign-related will be considered appropriate. On an exception basis, OLR will consider non-official sites which, at its sole discretion, are deemed to be of merit and value with respect to OLR’s mission.

Sites should not link (i.e., a site is linked from in the index of a requesting site’s home page) to inappropriate sites (e.g., illegal activities including graffiti, sites with content of a prurient nature such as X-rated descriptions, or graphics, etc.).

Sites with content written by many different people (e.g., student sites, etc.) which are not appropriately moderated or edited by the host should be avoided.
How to handle requests for links to sites and reciprocal links:

When a request to link comes in, the site should be reviewed against OLR’s adopted criteria and a decision made by OLR.

Decisions to link to a site will be approved by the First Deputy Commissioner of OLR.

The requesting sponsor will be notified when the decision is in the affirmative.
Sites that are linked from OLR should be reviewed periodically to confirm that the link policy criteria is still being met.
This policy will be periodically reviewed by OLR and revised as necessary.
