VAC is comprised of sixteen (16) Commissioners, nine (9) of whom are appointed and seven (7) of whom serve as ex-officio members, representing various governmental offices or bodies. All Commissioners serve without compensation.

The appointed Commissioners represent various groups that are under-represented in voter registration and voting, civil/voting rights organizations, disabled groups, public agencies and offices, and the business community. VAC's day-to-day operations are conducted by the Coordinator.

Three (3) Commissioners are appointed by the Mayor and six (6) are appointed by the New York City Council. The Mayoral and Council appointees are as follows:

Dr. Jeffrey F. Kraus, Chair - Associate Provost and Professor of Government and Politics, Wagner College (Mayoral Appointee)

Ms. Jane Kalmus, Vice Chair - Executive Director, National Non-Partisan Voter Registration Campaign (Council Appointee - Manhattan)

Ms. Loretta E. Prisco - Educator, Pace University (Council Appointee - Staten Island)

Mr. Morshed Alam - Department of Environmental Protection (Council Appointee - Queens)

Ms. Nayibe Nunez-Berger - Supervisor, Queens Family Court, Mental Health Services (Mayoral Appointee - Queens)

Mr. Glen D. Magpantay - Staff Attorney, Asian American Legal Defense & Education Fund (Council Appointee - Citywide)

Mr. Robert J. McFeeley - (Mayoral Appointee - Staten Island)
