Free one-on-one professional financial counseling and coaching to help increase savings, reduce debts, and support New Yorkers’ financial goals.
Since the start of the Adams administration, New Yorkers have reduced their debt by more than $26.7 million and increased their savings by more than $3 million through NYC Financial Empowerment Centers.
NYC Free Tax Prep
Year-round free tax prep services for individuals, families, and self-employed New Yorkers.
Since the start of the Adams administration, New Yorkers have received more than $220 million in tax refunds and saved more than $23.8 million in fees through NYC Free Tax Prep.
NYC Business Express Team (NYC BEST)
One-on-one expert support for small businesses to cut time navigating city government.
Since the start of the Adams administration, small businesses have saved more than $31 million through NYC BEST.
Small Business Financing Assistance
Free assistance to apply to available loan and grant resources, including federal, state, local, and private funds.
Since the start of the Adams administration, the New York City Department of Small Business Services has facilitated more than $265 million in grants and loans for small businesses.
Housing
Big Apple Connect
Free high-speed, reliable, and safe internet for NYCHA residents.
Since the start of the Adams administration, eligible New Yorkers have saved more than $155 million through Big Apple Connect.
Cooperative and Condominium Tax Abatement
A property tax break for eligible condominium and co-op owners.
Since the start of the Adams administration, eligible New Yorkers have saved more than $1.9 billion through the Cooperative and Condominium Tax Abatement.
City Fighting Homelessness and Eviction Prevention Supplement (CityFHEPS)
Rental assistance supplement to help individuals and families find and keep housing.
Since the start of the Adams administration, eligible New Yorkers have saved a total of $1.5 billion through CityFHEPS.
Emergency Rental Assistance Program (ERAP)
COVID-related rental assistance for New Yorkers economically impacted by the pandemic.
While applications for ERAP have closed, eligible New Yorkers are expected to save up to $150 million in ERAP funding.
Family Homelessness and Eviction Prevention Supplement (FHEPS)

Senior Citizen Rent Increase Exemption (SCRIE) and Disability Rent Increase Exemption (DRIE)

Citizen Homeowners’ Exemption (SCHE) and Disabled
Homeowners’ Exemption (DHE)
SCHE and DHE are property tax breaks for eligible older adults and homeowners with disabilities who own one-, two-, or three-family homes, condominiums, or cooperative apartments.
Since the start of the Adams administration, New Yorkers enrolled in SCHE and DHE have saved a total of $534 million.
New York City Department of Housing Preservation and Development (HPD) Family Self-Sufficiency (FSS) Program
Support for families in HPD Section 8 housing achieve financial self-sufficiency and accumulate savings.
Since the start of the Adams administration, the FSS program has provided participating New Yorkers with more than $1.3 million in escrow payments.
New York City Housing Authority (NYCHA) Family Self-Sufficiency (FSS) Program
Support for families in NYCHA Section 8 housing to achieve financial self-sufficiency and accumulate savings.
Since the start of the Adams administration, New Yorkers have saved approximately $1.75M through the FSS program.
NYC Housing Connect
A free online portal that New Yorkers can use to find affordable housing by entering lotteries for affordable units across the city.
Since the start of the Adams administration, more than 24,000 New Yorkers have secured affordable apartments through NYC Housing Connect.
Special One Time Assistance (SOTA)
A one-time grant for certain households in DHS shelters who don’t qualify for recurring subsidies.
Since the start of the Adams administration, eligible New Yorkers have saved a total of $10 million through SOTA.
Veteran Exemption
A property tax break or rent freeze for eligible veterans and their family members.
Since the start of the Adams administration, eligible veterans have saved a total of $114 million.
Youth
Career Readiness and Youth Apprenticeships
Career pathway support and work experience in modern jobs.
Since the start of the Adams administration, young New Yorkers have earned more than $12 million from paid work experiences and apprenticeships.
Child Care Vouchers
Connecting eligible New Yorkers with vouchers to affordable child care.
Since the start of the Adams administration, New Yorkers have saved more than $1.9 billion through subsidized child care vouchers.
College Choice
A year-round program that provides tuition support, housing, tutoring, coaching, and other financial assistance to New York City-based foster care youth who are attending college.
Since the start of the Adams administration, students participating in the city's college and career planning efforts have saved around $4600 in Pell Grants each.
College and Career Planning
Support for graduating high school students to secure critical federal financial aid.
Since the start of the Adams administration, students participating in the city’s college and career planning efforts have helped students receive around $4600 in Pell Grants.
Free Summer Meals Program
Free breakfast and lunch for New Yorkers who are 18 and under at select public schools, parks, and libraries on weekdays from June 27th to August 30th, 2024.
Since the start of the Adams administration, participating New York City students have saved more than $92 million through the Free Summer Meals Program.
NYC Kids Rise Save for College Program
Scholarships and savings accounts to make college and career training more accessible for public school students.
Over 200,000 New York City elementary school students have saved more than $33 million in their scholarship accounts.
Summer Rising
Free summer programming, including free meals, transportation, as well as medical and social services support, from 8:00 AM to 6:00 PM for K-8 students.
Since the start of the Adams administration, New Yorkers have saved more than $1.9 billion through Summer Rising programming.
Summer Youth Employment Program (SYEP)
Summer employment opportunities for New York City youth. SYEP also provides financial literacy training to students, covering topics such as opening bank accounts, payroll taxes, savings, building and maintaining credit, setting up a personal budget, and investing.
Since the start of the Adams administration, young New Yorkers have earned more than $119 million through SYEP.
Health and Food
Community Food Connection (CFC)
Funding to support more than 700 community kitchens and food pantries citywide. Any New Yorker who needs food can get help at one of New York City's food pantries for groceries to cook at home or through community kitchens for hot meals.
The Adams administration has provided more than 43 million pounds of food through CFC.
Get the Good Stuff
Providing a dollar-for-dollar match on SNAP purchases of eligible fruits, vegetables, and beans. For every dollar spent in SNAP benefits on eligible food, shoppers get $1 added to a “Get the Good Stuff” loyalty card, up to $10 per day, to spend on eligible foods at their next purchase.
Since the start of the Adams administration, New Yorkers redeemed more $1 million worth of incentives through Get the Good Stuff.
Groceries to Go
Up to $270 in credits each month to purchase SNAP-eligible groceries for delivery or pickup. Participants also receive a 50 percent discount on purchases of fresh fruits and vegetables and can save up to $30 per month on fresh produce.
Since the start of the Adams administration, New Yorkers have saved more than $8 million through Groceries to Go.
Low-Cost and Free Health Insurance
Free one-on-one support to access free or low-cost insurance plans and health care resources for eligible New Yorkers.
NYC Care
Free or low-cost services for New Yorkers who do not qualify for or cannot afford health insurance.
More than 145,000 are currently receiving more affordable health care through NYC Care.
NYC Health Bucks
$2 coupons for fruits and vegetables at all 130 NYC farmers markets. For every $2 spent in SNAP benefits at NYC farmers markets, shoppers get $2 in Health Bucks, and up to $10 per day.
Since the start of the Adams administration, New Yorkers with SNAP benefits have accessed over $1.6 million worth of Health Bucks to purchase farm fresh fruits and vegetables from local farmers markets.
Medical Debt Relief
The elimination of $1.8 billion in medical debt for 500,000 New Yorkers.
There is no application process or requirement on the part of those impacted by medical debt. Impacted New Yorkers will begin to receive notification about eligibility and next steps in late 2024.
Supplemental Nutrition Assistance Program (SNAP)
Monthly benefits to help eligible low-income individuals and families purchase nutritious food.
Since the start of the Adams administration, New Yorkers have saved a total of $13.8 billion through SNAP.
Older Adults
Aging New Yorkers Caregiver Support
Assistance with accessing resources and benefits, counseling, support groups, training, and financial assistance for older adult caregivers.
Since the start of the Adams administration, New Yorkers have saved more than $4.2 million through the city’s caregiver support services.
Health Insurance Information Counseling and Assistance Program
Free and unbiased counseling to Medicare beneficiaries, people with disabilities, and families and caregivers on Medicare, Medicaid, and other related health insurance options.
Since the start of the Adams administration, New Yorkers have saved more than $102 million in Medicare premiums and prescription assistance.
Meals at Older Adult Centers
Free, nutritionally-balanced meals for older adults are available five days a week at NYC Aging’s network of older adult centers.
Since the start of the Adams administration, New Yorkers have saved more than $243 million on meals at NYC Aging’s network of older adult centers.
Older Adult Workforce Programs
Support to help older New Yorkers who are unemployed or underemployed find new opportunities where they can utilize their skills and knowledge.
Since the start of the Adams administration, New Yorkers have earned more than $7.5 million through NYC Aging’s workforce programs.
Transportation for Older New Yorkers
Free transportation to help older New Yorkers get to critical medical appointments, social service appointments, and more.
Since the start of the Adams administration, New Yorkers have saved more than $7.9 million through NYC Aging’s transportation program.
Transportation and Utilities
Fair Fares
A 50 percent discount on NYC Transit subway and eligible bus fares, as well as Access-A-Ride Paratransit rides for eligible New Yorkers.
Since the start of the Adams administration, New Yorkers have saved more than $145 million through Fair Fares.
Citi Bike Discount Program
Discounts on monthly Citi Bike memberships for NYCHA, JCHA, and HHA residents, as well as SNAP recipients.
Since the start of the Adams administration, more than 16,000 New Yorkers have enrolled in the Citi Bike Discount Program.
Home Energy Assistance Program (HEAP)
Assistance for low-income homeowners and renters to heat and cool their homes.
Since the start of the Adams administration, New Yorkers have saved more than $198 million through HEAP.
Water Bill Amnesty Program
Assistance for New Yorkers who have fallen behind on their water bills.
Since the start of the Adams administration, participating New Yorkers saved more than $22 million in interest.
Recreation and the Arts
NYC Parks Recreation Centers
Free or low-cost access to fitness equipment, fitness classes, media labs, media education programs, pools, multi-purpose spaces, and more across 36 NYC Parks Recreation Centers.
Since the start of the Adams administration, New Yorkers have saved approximately $43 million in recreation center memberships.
NYC Women's Fund for Media, Music and Theatre
Support for women within the city’s media and entertainment industries to promote female voices that have historically been excluded.
Since the start of the Adams administration, grant awardees have received more than $4 million through this fund.
Saturday Night Lights
Free sports and fitness training in all five boroughs for New York City youth ages 11-18.
Since the start of the Adams administration, more than 14,000 New Yorkers have participated in Saturday Night Lights.
Cultural Development Fund
Grants for local arts and cultural organizations.
Since the start of the Adams administration, the Cultural Development Fund has distributed more $170 million to thousands of arts organizations.
