Although largely unseen by the public, a well-functioning procurement system is vital to the City's ability to deliver the essential services that its citizens expect and demand. Since its inception in 1988, the fundamental mission of the Mayor's Office of Contract Services (MOCS) has been to assist City agencies in complying with procurement procedures and achieving their programmatic missions; to improve their contract management practices; and to provide technical assistance, particularly in the area of business integrity assessment.
Become a Certified M/WBE Vendor To qualify for certification into the Minority- and Women-owned Business Enterprise (M/WBE) program, a company must be an ongoing, independent business owned, operated, and controlled by U.S. Citizens or Permanent Resident Aliens who are racial minority group members or women. Understand the VENDEX Process By law, vendors under consideration for award of contracts must have complete VENDEX Questionnaires for their organization and principals. The completed questionnaires assist City agencies in reaching a responsibility determination. Learn more
What is Vendor Responsibility? Pursuant to the Procurement Policy Board Rules, the City may award contracts only to responsible vendors. Determinations of responsibility are made by each Agency's Chief Contracting Officer (ACCO) on a contract-by-contract basis. Learn more
