DOB Releases Façade Safety Report
DOB's ongoing modernization program includes significant investments in information technology and data analytics - with the twin goals of improving our operations and providing the public with more information about our City. Earlier this month, we published a data-driven report mapping in detail the façade conditions of 14,000+ buildings citywide, and the 7,500+ total active sidewalk shed permits citywide. This report represents a step forward in the Department's ability to proactively monitor at-risk buildings, while adding new levels of transparency for the public and accountability for building owners. Info Sessions For DOB NOW: Safety Boiler Compliance Filings Construction Safety Week in New York City DOB was busy last month taking part in events across the City for Construction Safety Week. We held our annual Build Safe│Live Safe Conference, handed out safety information to construction workers in all five boroughs, saw new legislation signed into law to increase supervision on construction projects, and visited work sites across the City for work safety training events. However, safe practices on construction sites should be a top priority all year long - not just during Construction Safety Week. So take that extra time at your site to make sure that the job is done safely and properly, and remember: experience is not enough to prevent accidents. Deadline Approaches to Apply For Loft Law Coverage Reminder that applications for registration and coverage under the NYC loft law are due to the Loft Board in just a few weeks on June 15, 2017. If you want coverage, you must file an application with the Loft Board prior to this date. Don’t delay - submit your application today! Owner Registration Application No-Penalty Retaining Wall, Deck & Porch Inspections The Department's annual no-penalty program for inspections of retaining walls, decks, and porches begins June 28, 2017. This citywide initiative allows New Yorkers to request free DOB inspections of these items - and if we find something unsafe, we won’t issue a violation, allowing you time to make repairs. Make sure that your property is safe by calling 311 to schedule an inspection. Information on Retaining Walls Information on Decks and Porches Disciplinary Cases The Department issued violations on four separate occasions for an aggravated failure to safeguard public and property during construction activity. Each of these violations carried a penalty of $25,000 issued to the General Contractors for the projects. DOB suspended a Hoist Machine Operator’s license for operating a crane in an unsafe manner, resulting in the injury of a fellow worker on a construction site. The Hoist Machine Operator subsequently surrendered his license. The Department obtained the surrender of Professional Certification and Directive 14 privileges from two Professional Engineers and two Registered Architects, following audits that found multiple code non-compliances in professionally certified permit applications. Crane GPS Requirements Local Law 77 of 2017 (effective 05.1.18) A Local Law to amend the Administrative Code of the City of New York, in relation to requiring cranes to be equipped with global positioning systems or similar locating devices. Construction Accident Notification Local Law 78 of 2017 (effective 05.10.17) A Local Law to amend the Administrative Code of the City of New York, in relation to requiring the Department of Buildings to report on all construction incidents that result in an injury or fatality to a member of the public or a construction worker. Crane Event Records Local Law 79 of 2017 (effective 01.01.19) A Local Law to amend the Administrative Code of the City of New York, in relation to maintaining crane event records. Hearings + Rules Penalty Schedule 1 RCNY 102-01 (effective 05.10.17) This rule relocates the Department of Buildings (DOB) Penalty Schedule from the Office of Administrative Trials and Hearings Environmental Control Board (OATH ECB) rules in Chapter 3 of Title 48 of the Rules of the City of New York to DOB’s rules in Chapter 100 of Title 1 of the Rules of the City of New York. OATH ECB is proposing a companion rule repealing the DOB Penalty Schedule from its rules. Riggers and Sign Hangers 1 RCNY 11-01 (effective 05.25.17) 1 RCNY 25-01 (effective 05.25.17) 1 RCNY 104-05 (effective 05.25.17 1 RCNY 104-06 (effective 05.25.17) 1 RCNY 104-20 (effective 05.25.17) 1 RCNY 104-21 (effective 05.25.17) The above relates to reinstatement of license, continuing education requirements, and supervisory responsibilities of riggers and sign hangers. Cranes and Derricks Amendments 1 RCNY 3319-01 (effective 05.24.17) The amendments completely revises the provisions in subdivision (g) related to the certificate of on-site inspections, establishes a new requirement for a crane or derrick log to be maintained at the job site, adds a requirement for an assembly/disassembly director to be designated and charged with ensuring compliance with the approved assembly/disassembly plan, and mandates that the wind be measured via an anemometer. Lift Directors 1 RCNY 3319-02 (effective 05.24.17) This rule mandates that a lift director be present at a construction site while a crane or derrick is performing certain tasks, to verify compliance with New York City regulations and to ensure weather conditions are monitored and the crane or derrick properly secured. 2014 Construction Code Updates Update Page # 25 reflects changes made by Local Law 78 of 2017 (effective 05.10.17), in relation to requiring the department of buildings to report on all construction incidents that result in an injury or fatality to a member of the public or a construction worker.
