UPK Projects Buildings Bulletins 2016-013: Rescinds Buildings Bulletin 2014-025 because NYS General City Law (GCL §36) was recently amended. Buildings Bulletins represent the official policies of the Department. Users may perform a key word search to obtain relevant bulletins. Local Laws Local Law 91 of 2016 (Int. No. 1169-A) was signed by Mayor de Blasio on 08.03.16 enacting the 2016 New York City Energy Conservation Code (2016 NYCECC). Local Law 91 of 2016 conforms the New York City Energy Conservation Code to the New York State Energy Code with amendments unique to construction in the city. Local Law 91 of 2016 has an effective date of 10.03.16. Applications filed on or after 10.03.16 will be subject to the 2016 NYCECC. Complete applications filed on or before 10.02.16 will be subject to the 2014 NYCECC. NOTE: Complete applications are those that meet the submittal requirements of Buildings Bulletin 2014-015 and include a complete energy analysis.
