2016 New York City Energy Code Goes Into Effect

The Department of Buildings has already issued close to 3,000 permits for solar panel installations so far this year, an almost 1000% increase in permits issued compared to 2012. Thanks to the Department's streamlined permitting process, allowing small scale solar installation projects to enter the Professional Certification program, the City is well on its way to the Mayor's goal of reducing all greenhouse gases by 80 percent by 2050. As of September 12, Qualified Exterior Wall Inspectors, Professional Engineers, Registered Architects and Owners are required to use DOB NOW: Safety to submit their façade compliance filings to the Department. You must be registered in eFiling to log into DOB NOW: Safety. Forgiving Fines: New York City's Amnesty Program The New York City Department of Finance launched Forgiving Fines: The NYC Amnesty Program, running from September 12th to December 12th. This program allows property owners with penalties issued by the Department of Buildings to have those fees reduced by fixing the underlying violation. Take advantage of the amnesty program, and reduce your fines, before NYC Forgiving Fines expires! Disciplinary Cases The Department of Buildings recently audited 37 professionally certified and Directive 14 applications which were found to include multiple code non-compliances. The Professional Engineers and Registered Architects who submitted the applications faced disciplinary actions from the Department, including the voluntary surrender of Professional Certification and Directive 14 privileges. DOB NOW: Safety Buildings Bulletins Buildings Bulletins represent the official policies of the Department. Users may perform a key word search to obtain relevant bulletins. Local Laws Local Law 91 of 2016 signed by Mayor de Blasio on 08.03.16 enacting the 2016 New York City Energy Conservation Code (“2016 NYCECC”) has an effective date of 10.03.16. Local Law 91 of 2016 conforms the New York city energy conservation code to the New York state energy code with amendments unique to construction in the city. Applications filed on or after 10.03.16 will be subject to the 2016 NYCECC. Complete applications filed on or before 10.02.16 will be subject to the 2014 NYCECC. NOTE: Complete applications are those that meet the submittal requirements of Buildings Bulletin 2014-015 and include a complete energy analysis.
