Local Law 196: Construction Safety Training Local Law 196 of 2017 is in effect, and as of March 1, 2018, all construction and demolition workers on site-safety jobs in New York City must have a minimum of 10 hours of construction safety training. If DOB finds untrained workers on a site-safety job, we will not only issue a violation to the General Contractor who holds the permit, with an associated civil penalty of up to $5,000 for each untrained worker. We will issue similar violations to the owners of the property as well as the employer of the untrained worker. That could mean as much as $15,000 in associated penalties for each untrained worker found at the site. DOB is launching a new online self-service appointment system for plan examinations on Monday, October 1st. The latest step in our ongoing efforts to streamline and standardize the permitting and development process, the new website will replace the current process of calling 311 to make appointments through the Plan Examination Notification System (PENS). Registered users will be able to schedule, modify and cancel plan exam appointments with the Department of Buildings online using the new system. DOB NOW: Build for LAA and EWN Filings The roll out of DOB NOW continues, as Limited Alteration Application (LAA) and Emergency Work Notification (EWN) become the latest work types to make the move to DOB NOW: Build, our online filing system for job filings and permits. These applications are for plumbing work, fire suppression piping replacement and repairs, and oil burner installations that do not include construction work. Starting on Monday, October 15, all new LAA and EWN filings must be submitted online through DOB NOW: Build. Edward Hicks, R.A., Robert Krone R.A., Xiao Jun Wang P.E., and Mohammad Baalbaki, P.E. all surrendered their Professional Certification and Directive 14 privileges to the Department, after DOB investigators determined that all had previously submitted professionally certified filings to the Department that had multiple code non-compliances.
