NYC Buildings Unveils Project Guidelines
NYC Buildings' new Project Guidelines were developed by the Department to provide an overview of job requirements and checklists for the construction industry. A collaborative effort between NYC Buildings and our industry partners, they provide information on tasks and responsibilities for construction jobs to be completed safely and in compliance with the Construction Codes. Owners, design professionals, skilled tradespeople, and registrants can search by specific project categories, and use these guidelines to help them navigate each step of their next job. Living Safely Citywide Outreach Campaign Kicks Off NYC Buildings representatives will be heading to transportation hubs across all five boroughs this December, handing out flyers and educating the public about the dangers of illegally converted living spaces. The Living Safely campaign is a multi-agency initiative, where over 12,000 flyers, available in 10 widely spoken languages in the City, will be distributed to New Yorkers. The Home Energy Assistance Program (HEAP) season began on November 14th, providing low-income New Yorkers assistance in paying for heating bills, fuel costs, and equipment repairs. HEAP is also available to help those who may be in danger of running out of fuel or having utilities shut off. Disciplinary Cases On October 26th, 2016 a Special Rigger was disciplined by the Department after a hoisting equipment failure led to workers needing to be rescued. It was determined that workers on the site did not have the proper Certificates of Fitness, a Rigging Foreman was not designated, and the hoisting equipment was not properly maintained. The Special Rigger was fined $12,500. A Construction Superintendent was disciplined by the Department for failing to disclose a conviction. The Superintendent has agreed to a two-year-long probation, and was fined $12,500. TR1 Form Buildings Bulletins 2016-015: Rescinds 22 Memoranda (memos), 1 letter, 2 directives, and 5 Operations Policy and Procedure Notices (OPPNs) that are no longer applicable under any code. 2016-016: Clarifies the code and zoning requirements for calculating an increase in impervious surface area of a site when using permeable paving systems or materials. Local Laws Lighting System Upgrades Local Law 134 of 2016 (effective 10.31.16) A Local Law to amend the Administrative Code of the City of New York, in relation to upgrading lighting systems in certain buildings. Expanded Energy Benchmarking Local Law 133 of 2016 (effective 10.31.16) A Local Law to amend the Administrative Code of the City of New York, in relation to expanding the list of buildings required to be benchmarked for energy and water efficiency. Sub-Meters in Tenant Spaces Local Law 132 of 2016 (effective 10.31.16) A Local Law to amend the Administrative Code of the City of New York, in relation to the installation of sub-meters in certain tenant spaces. Gender-Neutral Bathrooms Local Law 79 of 2016 (effective 10.26.16) A local Law to amend the Administrative Code of the City of New York, the New York City Plumbing Code and the New York City Building Code, in relation to gender-neutral single-occupant bathrooms. 2014 Construction Code Updates Update Page #17 reflects changes made by Local Laws 79 of 2016 (effective 10.26.16), for gender-neutral single-occupant bathrooms. Update to 1968 Building Code & Multiple Dwelling Law: New York State Laws of 2016 Chapter 393 (effective 10.21.16) adds Article 18 to Subchapter 3 of Title 27 in the 1968 Building Code and Section 121 to Title 3 of Article 4 of the NYS Multiple Dwelling Law. This law prohibits advertising that promotes the use of dwelling units in a class A multiple dwelling for other than permanent residence purposes.
