The New York City Department of Finance, the Department of Environmental Protection (DEP) and the Department of Housing Preservation and Development (HPD) will hold outreach sessions in May 2017 in every borough to provide owners with one-on-one assistance with their lien sale questions and concerns.The last day to pay your debt or enter into a payment agreement is May 11, 2017. If you are a senior, disabled or veteran homeowner, you may qualify for an exemption that removes you from the lien sale, but you must apply for it. All outreach sessions are scheduled to run from 5:00pm to 7:00pm. The New York City Department of Finance Business Centers will also remain open until 7pm to help with Lien Sale concerns from May 1 to May 11.
NYC RENT FREEZE APPLICATIONS – New, Easier to Complete and Available Online
The 2017 Rent Freeze Applications are now available for eligible renters applying for the Senior Citizen Rent Increase Exemption (SCRIE) or the Disability Rent Freeze Exemption (DRIE). First-time applicants and those needing to renew can visit nyc.gov/rentfreeze to start the process. Renters should meet the following criteria:
Be over 62 years of age and live in a rent controlled or rent stabilized apartment
Have a household income of $50,000 or less
Spend more than 1/3 of the household income on rent

CHANGE OF ADDRESS – Where to Send Your NYC Business Tax Forms
The mailing addresses for many of NYC business tax forms have changed. A complete list of address updates is now available to download.
The Department of Finance is pleased to announce that the e-Services site is now mobile-enabled! This allows you the convenience of paying your business and excise taxes right from your mobile device. You can also use e-Services to update your taxpayer ID, apply for a Certificate on Authority or request a letter ID.
PAY OR DISPUTE PARKING TICKETS – On Your Mobile Device
Our newly launched NYC Parking Ticket: Pay or Dispute app is now available for download on the App store and the Google Play Store. Visit nyc.gov/payordispute to download the app. It is New York City’s official mobile app, allowing you to securely pay or dispute parking tickets as well as speed and red light camera violations. This app will allow you to do the following:
Pay tickets by with a major credit card or by e-check
Dispute a ticket immediately using your device’s camera to upload evidence.
Search ticket(s) using violation or license plate numbers.
Save tickets for which you have previously searched.
Save license plate and billing information on your device.
View payment history by ticket and/or license plate numbers.
The New York City Department of Finance and the Mayor’s Office are working on New York State legislation to increase the maximum allowable income for the Senior Citizens (SCHE) and Disabled (DHE) Homeowners Exemptions. The current income limit is $37,399. This legislation would increase it to $58,399 and would benefit approximately 35,000 households. We encourage you to call your New York State Senator or Assembly Member and ask them to support bills S4628 and A7463. The New York City Department of Finance has also worked with community groups and the City Council to push legislation such as Local Laws 24 & 10 to expand accessibility to our Rent Freeze exemption program and Local Law 4 to significantly improve our Tax Lien Sale program.
