Gun Violence Prevention Task Force

WHEREAS, gun violence has taken the lives of far too many New Yorkers, including the City’s young people; and

WHEREAS, gun violence threatens to undermine the City’s recovery by disrupting education, public health, business and quality of life; and

WHEREAS, on July 6, 2021, the Governor declared a statewide disaster emergency due to gun violence; and

WHEREAS, this Administration set forth its priorities in the Blueprint to End Gun Violence; and

WHEREAS, an immediate and all-hands approach is critical to ensuring that the City is bringing to bear all of its resources to increase community safety and address the upstream causes of gun violence;

NOW, THEREFORE, by the power vested in me as Mayor of the City of New York, it is hereby ordered:

Section 1. Establishment of the Task Force.  There is hereby established a Gun Violence Prevention Task Force (the “Task Force”). 

(a) The Task Force shall be co-chaired by the Deputy Mayor for Strategic Initiatives and one community representative to be appointed by the Mayor.

(b) The Task Force shall include the Police Commissioner, the First Deputy Mayor, the Deputy Mayor for Public Safety, the Deputy Mayor for Health and Human Services, the Deputy Mayor for Economic and Workforce Development, the Deputy Mayor for Operations, the Chancellor of the Department of Education, and the Chief Housing Officer.

(c) The Task Force shall consist of representatives from City agencies, including but not limited to the Department of Health and Mental Hygiene, the New York City Housing Authority, and the Department of Social Services. 

(d) The Task Force shall also include community safety leaders from the non-profit, academic, and philanthropic communities. 

(e) The Chairs shall add additional agencies, community members, and community organizations to the Task Force, as necessary, to accomplish its objectives.

§ 2. Duties of the Task Force.

(a) The Task Force shall meet weekly to:

  1. Learn from communities most impacted by gun violence;
  2. Inventory existing programming and services and identify the need for any additional programming and services;
  3. Identify and recommend opportunities to expand successful programs into new neighborhoods and communities;
  4. Coordinate actions and responses among City agencies;
  5. Facilitate community-driven solutions; and
  6. Ensure collaboration between City government and impacted communities.

(b) In addition, at the request of the Mayor, each City agency shall appoint an Anti-Gun Violence Liaison to serve as the primary agency point of contact for the Task Force.  The Liaison will be responsible for working with representatives from other City agencies and coordinating action to address gun violence challenges and opportunities identified by the Task Force and other non-profit and community-based entities.

(c) The Task Force shall regularly track and share its progress with the Mayor.

§ 3. This Order shall take effect immediately.
