Mayor Adams Appoints Camille Joseph Varlack as Deputy Mayor for Administration, Tiffany Raspberry as Deputy Mayor for Intergovernmental Affairs

NEW YORK – New York City Mayor Eric Adams today announced that Chief of Staff Camille Joseph Varlack has been elevated to the role of deputy mayor for administration, and that Director of Intergovernmental Affairs (IGA) Tiffany Raspberry will serve as deputy mayor for intergovernmental affairs. Deputy Mayor Varlack will also continue to serve in her role as chief of staff, while adding oversight of several key city units, including the New York City Department of Citywide Administrative Services and co-chairing the New York City Performance Cabinet. Deputy Mayor Raspberry will oversee City Hall intergovernmental affairs, coordinate and direct intergovernmental affairs teams across all city agencies, and work closely with partners in the business community as the administration continues to advocate for its priorities at the city, state, and federal level.

About Camille Joseph Varlack
Camille Joseph Varlack has served as chief of staff since January 2023. In this role, she has led the administration’s response to the ongoing migrant crisis, coordinates citywide natural disaster and storm management, and oversees a portfolio of 11 offices, agencies, and commissions. Immediately preceding city employment, Varlack was a founding partner and chief operating officer of a litigation boutique, where she was responsible for day-to-day operational leadership.  
   
She previously served as senior advisor for operations to the chancellor of the New York City Department of Education, where she worked on a variety of matters, including advising the administration on COVID-19 operations within New York City’s public schools and the successful execution of the Summer Rising program.   
   
Before serving the city, Varlack was the deputy director of state operations, chief risk officer, and special counsel for New York state, where she was responsible for managing the operations of over 60 agencies and authorities. In that capacity, she was responsible for leading teams through statewide crises, including natural disasters, storm response, terrorist activities, and cyberattacks, as well as responding to a multitude of public health crises. She later served as a member of the New York state COVID-19 Task Force. As chief risk officer, she was responsible for managing and providing guidance on internal and external audit related matters, compliance, and internal control issues, and she was instrumental in the development and implementation of the first statewide enterprise risk management system.  
   
She started her career as an assistant district attorney in Kings County.   
   
She is a past chair of the New York state Joint Commission on Public Ethics; is a former board member of the Metropolitan Black Bar Association; and is currently a trustee of the State University of New York, where she serves as the co-chair of the Diversity, Equity, and Inclusion Committee.   
   
Varlack has a B.A. from the University at Buffalo and a J.D. Brooklyn Law School. Deputy Mayor Varlack will continue to report directly to Mayor Adams.     
   
About Tiffany Raspberry  
Tiffany Raspberry has served as a senior member of the Adams administration since day one, overseeing the city’s legislative, regulatory, and budgetary priorities across Washington, D.C., Albany, and New York City as director for intergovernmental affairs. In this capacity, she has spearheaded initiatives to engage community groups, corporate stakeholders, and advocacy organizations, fostering collaboration to advance the administration’s objectives. Her leadership has helped the administration secure the authority to shut down illegal cannabis and smoke shops, expand the Earned Income Tax Credit, secure new tools to build affordable housing, and receive an extension on mayoral accountability of New York City Schools, among dozens of other legislative wins.   
   
Raspberry has over 20 years of experience in government relations, public affairs, community engagement, and strategic communications at The Parkside Group, Wolf Block, LLP, the New York City Council, and the U.S. House of Representatives.  
   
Raspberry has a B.A. in Political Science and African American Studies from Fordham University and an Executive Master of Public Administration in Global Public Policy and Management jointly from New York University and University College London. Her commitment to service has earned her numerous accolades, including recognition on City & State’s Power 100 lists.  
   
Raspberry is a member of numerous esteemed organizations, including Alpha Kappa Alpha Sorority and The Links.  

Deputy Mayor Raspberry will continue to report directly to Mayor Adams.
