Mayor Bloomberg Signs Legislation Establishing the Hudson Yards Business Improvement District

Remarks by Mayor Michael R. Bloomberg at a Public Hearing on Local Laws

“The next bill before me is Introductory Number 1186, sponsored at the request of our Administration by Council Members Recchia and Koo. This legislation establishes the Hudson Yards Business Improvement District.

“The City currently has sixty-eight BIDs, which are voluntarily formed community organizations that promote business development and improve the quality of life in neighborhoods across the City. Established by local law, BIDs are self-funded by local property owners and are overseen by the City’s Department of Small Business Services.

“Business Improvement Districts provide a variety of services, including sanitation, security, marketing and landscaping. The services provided to the community are essential to ensuring that small businesses, and the neighborhoods in which they operate, attract even more business owners, visitors, and residents. Hudson Yards will bring our BID total to sixty nine and the twenty fifth of our Administration.

“Hudson Yards is located on the far west side of Manhattan and is bounded by West 42nd Street to the north, Eleventh Avenue to the west, Ninth Avenue to the east, and West 30th Street to the south. The District represents portions of twenty six blocks and has 1,164 tax lots.

“The budget for the first year of operation is $1.2 million; with the maximum annual thereafter to operate the BID being up to $3 million.

“I would like to thank Department of Small Business Services Commissioner Robert Walsh and his staff for their work on this bill, along with my Office of City Legislative Affairs. I would also like to thank the City Council for approving this legislation.”
