NEW YORK – New York City Mayor Eric Adams today announced the appointment of Edward A. Caban as the 46th commissioner and Tania Kinsella as the 45th first deputy commissioner of the New York City Police Department (NYPD). Caban is the first Latino to serve as commissioner of the NYPD in its 178-year history, and Kinsella is the first woman of color to serve as first deputy commissioner in NYPD history.

See below for what they are saying:

“Congratulations to Eddie Caban on being named NYPD’s first Latino Police Commissioner,” said U.S. Representative Adriano Espaillat. “Eddie has developed an esteemed career helping address our city’s crime and public safety, and I cannot think of a more qualified person to serve in this leadership position. Today is a historic day for New York City, and I look forward to continuing my work with Mayor Adams, Commissioner Caban, and First Deputy Commissioner Kinsella as we move forward to meet the needs of all who call New York City home.”

“Our office congratulates Edward Caban on being appointed NYPD commissioner and our new First Deputy Commissioner Tania Kinsella, who we worked closely with when she served as commander of Staten Island’s 120th precinct,” said U.S. Representative Nicole Malliotakis. “In congress, I’ve been proud to secure millions of dollars for the NYPD to secure critical tools, equipment, and resources to help keep our officers and communities safe. I look forward to working with Commissioner Caban and First Deputy Commissioner Kinsella to continue these efforts and increase public safety and the overall quality of life in our city.”

“I extend my warmest congratulations to NYPD Commissioner Edward Caban on his historic appointment today,” said U.S. Representative Jerrold Nadler. “Commissioner Caban’s dedicated service record to the City of New York, together with his perspective as the first Latino to lead the Department, will serve him well — and I look forward to partnering with the commissioner as we work to reduce crime and stop the flood of dangerous and illegal weapons into New York City.”

“I commend Mayor Adams on today’s appointments of Edward A. Caban as commissioner to lead the New York City Police Department and Tania Kinsella as first deputy commissioner,” said New York State Senator Roxanne J. Persaud. “Commissioner Caban has a record of exemplary NYPD service and has been committed to protecting and serving the people of New York City. Likewise, Tania Kinsella, as the first deputy commissioner, also has a respected service record. I am pleased with these appointments and look forward to continuing the relationships that we have as they work to keep New York City the safest city.”

“The appointment of Commissioner Edward A. Caban and First Deputy Commissioner Tania Kinsella by Mayor Adams marks a pivotal moment for the New York Police Department and the Latino community,” said New York State Senator Luis Sepúlveda. “With their combined decades of experience and dedication to public service, they bring a wealth of knowledge and leadership to the table. Commissioner Caban's impressive career trajectory, starting as a police officer in the South Bronx and rising through the ranks, reflects his deep understanding of the diverse communities he serves. This appointment signals a commitment to community-oriented policing, fostering trust, and enhancing public safety for all New Yorkers.”

“With their extensive experience and proven dedication to serving New York, I have no doubt that newly appointed Commissioner Edward Caban and First Deputy Commissioner Tania Kinsella will excel in their new roles in the NYPD,” said New York State Senator Jessica Scarcella-Spanton. “Commissioner Caban has served New York City for decades – from the Bronx to Manhattan and then over to Brooklyn, he has helped protect New York City for almost three decades. I have known Tania Kinsella since she was an officer at the 120th Precinct, and I’ve had the privilege of working with her to keep our district safe from Coney Island to the North Shore of Staten Island. Tania brings an unparalleled level of commitment and compassion to every role she has held at the NYPD, and that’s why I am so proud to see her elevated to first deputy commissioner. I have been grateful for her advice and guidance throughout the years and am looking forward to continuing to work with her to keep Senate District 23 safe.”

Together he and Tania Kinsella, who also makes history as the first woman of color to serve as First Deputy Commissioner, will lead New York’s Finest. First Deputy Commissioner Kinsella is of Guyanese descent, and today she becomes a hero of the Guyanese community in my district.
