After much deliberation, by popular demand DCAS has named this year’s top releases!
NEW YORK – As 2024 draws to an end, New York City Department of Citywide Administrative Services (DCAS) Commissioner Louis A. Molina is reflecting on a successful year and announcing the agency’s “Greatest Volumes of 2024.” With titles such as Fueling the Future, Driving Change, Discover. Connect. Advance, Sunny Days Ahead, One Exam, Many Paths, and Pathway to Progress, DCAS has delivered major advancements and wins for the city in 2024.
Coinciding with the release of the agency’s greatest hits, DCAS has launched a social media campaign to highlight the best releases over the past year. Though there were many great volumes to choose from, the six stories chosen represent some of the agency’s best achievements in 2024. Transformed into books, each announcement has been redesigned, complete with a unique cover and short description that provide a snippet of their stories inside. The campaign is now live on the agency’s social media accounts, including X, Instagram, Facebook, and LinkedIn.
“From day one, our administration has focused on creating a safer, more affordable New York City. In 2024, we continued to deliver on that vision and ‘Get Stuff Done’ for working-class New Yorkers,” said New York City Mayor Eric Adams. “Thanks to our extraordinary public servants, America’s safest big city got even safer this year, with overall crime down and thousands of illegal guns, mopeds, and ghost cars taken off city streets. We passed historic legislation to turn New York into a ‘City of Yes,’ shattered affordable housing records once again, and put billions of dollars back into New Yorkers’ pockets. We broke records for the most jobs and small businesses in city history and moved millions of trash bags off our sidewalks and into containers. But we know that there is even more we can do to continue to uplift working-class families. As we look to the future, our administration remains committed to keeping New Yorkers safe and making our city more affordable for the millions of New Yorkers who call our city home.”

As we move to 2025, we will redouble our efforts to make this municipal workforce the greatest in the nation, ensuring that every New Yorker is part of this great Odyssey of growth and opportunity.”

Together, our team delivered transformative achievements to uplift New Yorkers,” said DCAS Executive Deputy Commissioner Beatrice Thuo. “As it is written, ‘the laborer is worthy of their reward’—and the rewards of working for DCAS extend far beyond a paycheck. We thank the dedicated DCAS staff whose hard work made these successes possible and invite all public servants and aspiring ones to take pride in these accomplishments as we look ahead to even greater achievements in the coming year."
“After a successful 2024, it’s clear that DCAS is the new Power Broker for municipal fleets nationwide,” states Keith Kerman, NYC Chief Fleet Officer and DCAS Deputy Commissioner. “More than anything, we’ve made great strides, and had Great Expectations, towards incorporating clean renewable diesel to power all our fleet on and off-road equipment. Along with our electrification and hybrid rollouts, our days using fossil fuel will soon be Gone with the Wind.”
“Solar energy generation is a major pillar of DCAS’s mission to decarbonize city government operations,” said NYC’s Chief Decarbonization Officer and DCAS Deputy Commissioner of Energy Management Sana Barakat. “The completion of the largest portfolio of solar arrays in the city marks a major step forward to drive down our reliance on fossil fuels and power our municipal operations with renewable energy. With our dedicated DCAS Clean Energy professionals, and agency and vendor partners, we will continue to install more solar arrays across the five boroughs, to achieve our ambitious goal of installing 100 MW of solar by 2030 and 150 MW by 2035 on City-owned property. In the words of The Little Engine That Could, we think we can, we think we can…and when we reach our greener, cleaner, healthier energy future, we’ll say, we knew we could!”
“At DCAS Human Capital, our goal is to support our City’s workforce every way we can. With the launch of NYCityLearn employees can apply for trainings and track their professional development over time. This new, innovative tool will help City employees learn, grow, and better serve New Yorkers,” said Deputy Commission Katrina Porter. “Likewise, we want to ensure Opportunity for All New Yorkers in their career journeys. With the Public Safety Exam, DCAS is committed to making entry to City service as easy and cost-effective as possible. Public safety can offer many pathways to career success and DCAS is ready to ensure that opportunities are only one exam away from those who want to help keep NYC the safest big city in America.”
DCAS’ Six “Greatest Volumes” of 2024:
“Pathway to Progress” – First-Ever High School Equivalency & College Credit Program for Municipal Employees: In December, DCAS and Metropolitan College of New York President Dr. Charles Gibbs announced the launch of a groundbreaking new pilot program for DCAS staff, offering current DCAS employees the chance to earn their high school equivalency along with 27 college credits over the course of three semesters. The EPIC @ MCNY program marks a first-of-its-kind partnership with MCNY, utilizing the college’s existing Pathways to Careers program which is designed to support career growth and educational advancement for agency staff, with the potential to expand to more agencies citywide.
“Sunny Days Ahead” – Completion of New York City’s Largest Collection of Solar Arrays: DCAS and New York City Public Schools cut the ribbon and celebrated the completion of the city’s largest collection of solar arrays to date, either public or private, representing a 20-year, $85 million long-term commitment toward clean power for the city.
“Fueling The Future” – Completed Transition to Renewable Diesel: In October 2024, New York City Mayor Eric Adams and DCAS announced 100 percent of the city’s 12,500 heavy-duty and off-road vehicles have completed the transition to renewable diesel, making New York City the first major East Coast city to implement this green technology at such a large scale. The transition will prevent 162 million pounds of global carbon dioxide emissions from entering the air every year.
“Discover. Connect. Advance” – New Training Platform For New York City Employees: In September 2024, DCAS launched NYCityLearn, a cutting-edge new Learning Management System (LMS) designed to enhance and streamline training and professional development opportunities for all City of New York employees. Accessible online—as opposed to the prior training system only available in-network from City worksites—with the launch of the new platform, DCAS is connecting the 300,000 strong municipal workforce with training and learning opportunities from home, the office, or the palm of their hands.
“Driving Change” – First-in-the-Nation School Bus Safety Transition Plan: In January 2024, DCAS and New York City Public Schools (NYCPS) unveiled a first-in-the-nation “School Bus Safe Fleet Transition Plan,” prepared in coordination with the U.S Department of Transportation’s Volpe Center. The plan features key initiative to keep the city’s students safe by improving school bus and road safety including bus driver training and safety risk reporting.
“One Exam, Many Paths” – First-Ever Civil Service Exams for Multiple Public Safety Positions: In November 2024, a first-of-its-kind civil service exam series for public safety was released. Inspired by the NYC Bridge Exams, the new Public Safety Exam offers candidates the opportunity to qualify for multiple critical public safety positions with a single exam. With only one exam and one application fee, New Yorkers can build a stable future for themselves and make a difference to their communities.
