(Staten Island, NY – February 25, 2025) Commissioner Thomas Foley of the NYC Department of Design and Construction (DDC) and Commissioner Louis A. Molina of the Department of Citywide Administrative Services (DCAS) announced today that a $10.7 million project that included façade and roof restorations to the Mark A. Constantino Judicial Center in Staten Island has been completed. DDC managed the project for DCAS.
“This $10.7 million project ensured the long-term viability of the Mark A. Constantino Judicial Center by rehabbing the façade as well as multiple roof levels, the parking lot and a vehicular ramp,” said DDC Commissioner Thomas Foley. “In the future, we will be able to complete projects like these faster and more efficiently thanks to legislation we were able to secure in Albany last year that allows us to use the construction manager-build method of contracting. That will lead to faster projects, fewer delays and happier taxpayers.”
“With this project, we are bringing a renewed look and needed upgrades to the Mark A. Constantino Judicial Center,” said DCAS Commissioner Louis A. Molina. “Each and every replacement, restoration, and upgrade have come together to create a center that not only looks great but will stand the test of time. We are grateful for our partners at DDC for helping deliver this transformation and allowing this building to continuously serve the community.”
The project reconstructed the masonry wall on the nine-story building’s south façade and the bulkhead tower. Four separate roof levels on the building were completely replaced, and upgrades were also made to the roof parapets, copings, and railings. The roof drainage system was enhanced, the steel relieving angles and lintels were upgraded, and surfaces and the rooftop bulkhead masonry were restored. A new ramp that leads to the building’s renovated parking lot and entrance was also installed.
The Mark A. Constantino building is named after a prominent local attorney and jurist who in 1971 became the first Staten Islander to be appointed as a U.S. District Judge. It houses the Staten Island County Clerk, Office of Richmond County District Attorney, and other court-related offices.
