DDC awards most construction contracts through an open competitive sealed bid (CSB) process as prescribed by State and local law. DDC also uses pre-qualification lists (PQLs) and job order contracting (JOCS) to award certain types of construction work.
The New York State legislature granted DDC the authority to use Design-Build in 2019 and CM-Build delivery (for some types of work) in 2024. See Alternative Delivery for more information.

Live Bid Openings: DDC is required per law to conduct live bid openings, which are hosted virtually on YouTube. Access live bid openings and an archive of past bid openings here.

DDC and other agencies may directly award contracts over $20,000 and up to $1.5 million to City-certified M/WBE vendors via a limited competition process called the M/WBE Small Purchase method. DDC uses pre-qualified lists (PQLs) to solicit bids for certain construction, enabling the agency to evaluate vendors’ qualifications before issuing a solicitation for a specific project. To be eligible for these solicitations, prospective vendors must first prequalify for open PQLs via an RFQ process. Only those contractors successfully prequalified will be invited to bid on these projects.

In 2019, the New York State Public Works Investment Act granted DDC and other agencies the ability to use design-build delivery for the first time. In 2024, that authorization was expanded to allow DDC to use CM-build and progressive design-build for certain types of projects.
