DDC awards professional services contracts through a competitive RFP process using quality-based selection. The agency contracts with many different types of vendors to provide professional services throughout the life of a project:
Design Services: DDC holds design contracts with architects, engineers, and others to build and renovate New York City’s public buildings, streets and plazas, and underground infrastructure. Subconsultants including engineers, landscape architects, sustainability experts, community engagement specialists, and others are encouraged to partner with DDC’s design contract holders.
Technical Services: DDC engages experts to provide a wide range of technical support services such as land surveying, material testing, special inspections, title search and appraisal services, and community engagement.
Owner Services: DDC also engages professionals to provide oversight on behalf of the agency, including Owner’s Representatives, Construction Managers, Resident Engineer and Inspectors, and Commissioning Agents.
DDC awards most professional services via on-call contracts, which are held by a pool of vendors for a set period in which they are eligible to receive DDC project assignments. These on-call contracts allow DDC to quickly initiate needed projects. In some cases, DDC may also release standalone procurements for a specific project or service.
DDC and other agencies may directly award contracts over $20,000 and up to $1.5 million to City-certified M/WBE vendors via a limited competition process called the M/WBE Small Purchase method.
