Philip Hung has extensive experience directing and managing investigations into fraud, waste, and abuse within government. Prior to his current role, Mr. Hung served as the First Deputy Inspector General for NYC Health + Hospitals, leading a team of investigators, attorneys, auditors and analysts in complex investigations and audits within the largest municipal healthcare system in the United States. He joined the Office of the Inspector General for NYC Health + Hospitals in 2015 as an Assistant Inspector General and during his tenure supervised corruption, conflicts of interest, ethics, and other criminal investigations, which resulted in criminal prosecutions and policy and procedure recommendations that made substantial impacts on the City’s public healthcare system. Along with his role managing the OIG, Mr. Hung provided counsel to the Inspector General on matters of law, including criminal, municipal, healthcare, privacy, employment and labor law. Mr. Hung has also developed initiatives relating to privacy, compliance, and training matters both within the OIG for NYC Health + Hospitals and for DOI as a whole.
Before joining DOI, Mr. Hung was an Assistant District Attorney at the Kings County District Attorney’s Office, where he investigated and prosecuted crimes against children and sex crimes within that Office’s Special Victims Bureau. Earlier in his career, Mr. Hung practiced civil litigation in a private law firm.
Mr. Hung graduated with a J.D. from Brooklyn Law School and a B.A. in History from Brooklyn College of the City University of New York.
