On Thursday, April 7, 2016, the Department held a promotion ceremony for 26 members. One Deputy Chief was promoted to the rank of Deputy Assistant Chief, one Deputy Chief was promoted to Division Chief, 4 Captains were promoted to the rank of Deputy Chief and 18 Captains were promoted to the rank of Battalion Chief.
Two FDNY employees were promoted to the rank of Deputy Commissioner. Laura Kavanagh was named Deputy Commissioner of Governmental Affairs and Special Programs, where she will oversee the Community, Legislative, Intergovernmental Affairs, Recruitment and Family Assistance Units of the department.
Cecilia B. Loving was named new Chief Diversity and Inclusion Officer.In her new role, she is tasked with ensuring all new recruitment and diversity strategic initiatives comply with Department of Citywide Administrative Services (DCAS) and Law Department guidelines. In addition, she will serve as a liaison to employee affinity and fraternal organizations.

Lillian Bonsignore was promoted to Deputy Assistant Chief, and assigned to head the FDNY EMS Academy at Fort Totten."This promotion brings me to my most favorite place, training. High quality training is the cornerstone of all that we do at FDNY. I am thrilled to be a part of it again."
Commissioner Daniel Nigro spoke to the promoted Chiefs about the importance of their new rank within the department. "Those who served before you, that long line of heroes, and those who earned the rank of FDNY Chief have not only shown you the way, their memories and the example they set should inspire you all today and every day."
The promotion ceremony was an emotional day for new Battalion Chief Christopher Eysser. His father, retired Battalion Chief George Eysser passed away in 2015 from World Trade Center illness."As I look forward to the rank of Chief Officer, it's very reassuring to know that I've got an angel on my shoulder, a voice I can always refer to - my dad, a person who dedicated his entire life to this job we hold so dear."
