As deputy commissioner for customer operations, Annette Hill leads the Department of Finance’s Business Center Operations, Adjudications, Land Records, and Collections teams. She was appointed to this position in May 2023 after serving as associate commissioner of land records and lien enforcement.
Annette joined the Department of Finance in 1996 after beginning her career in city government in the late 1980s. With her appointment to the position of city register in 2003, she and her team were responsible for recording city real estate documents and transactions and maintaining public records dating back to the 1600s for Manhattan, Brooklyn, Queens, and the Bronx. Annette led the City Register’s Office out of the analogue and into the digital age, reducing recording and retrieval processing times and introducing new technology to combat deed fraud.
In 2017, Annette made history as the first person from New York City and the first African American woman to serve as president of the New York State Association of County Clerks. She holds bachelor’s and master’s degrees from Queens College.
