Cesar Bencosme joined the Department of Finance in July 2013 as senior director of audit and spent seven years as assistant commissioner for audit prior to his appointment as deputy commissioner and chief tax compliance auditor.
Prior to joining DOF, Cesar worked for over 25 years in the private sector as a state and local tax specialist. During this period, Cesar advised and/or assisted a significant number of major multinational corporations on various state and local tax related matters, such as the tax impact of potential business acquisitions, identification of tax planning opportunities, preparation of tax provision, tax compliance, research of various tax issues, and representation during tax audits.
Under Cesar’s leadership, DOF’s Audit Division has helped ensure that taxpayers understand their liabilities and are in compliance with the City’s tax laws. In addition to serving taxpayers, his work has generated a significant amount of revenue for the City.
A CUNY graduate, Cesar is a member of the American Institute of Certified Public Accountants and the New York State Society of Certified Public Accountants.
