Participating as an owner in one of the New York City Department of Housing Preservation and Development's (HPD) rental subsidy programs helps provide critical affordable housing to New Yorkers in need. As an owner, you will also benefit from guaranteed monthly rent payments, low vacancy rates, and annual inspections by HPD at no cost to ensure maximum property upkeep.
Property owners interested in leasing apartments to HPD rental subsidy clients may list available apartments at AffordableHousing.com. The apartment listing maintained via this service is provided to all HPD clients that are seeking housing.
HPD launched a pilot program, Housing Choice: HPD's Mobility Counseling Program, in July 2018, to help HPD Section 8 voucher holders access greater housing options in higher opportunity areas. Learn more about Housing Choice.
HPD’s Division of Tenant Resources has released a new Owner Portal for owners and property managers of properties with HPD-administered rental subsidies to manage their portfolios (the DTR Partners Portal was deactivated on May 31, 2019). Owners can view HQS inspection schedules and results, payment histories and abatements, online check registers and can download check and other portfolio data. If you have not registered, you can do so at nyc.gov/dtrownerportal. All you need is an email address and a recent HAP register.
If you have questions you can contact us at DTRownerservices@hpd.nyc.gov.
It is important to know the rights and responsibilities of both tenants and property owners. Stay up to date with what you need to know about the maintenance and quality of your housing as well as executing leases by visiting Section 8 Rights and Responsibilities.
HPD is excited to announce the launch of its newly redesigned Section 8 Owner Package, created to provide a more streamlined and user-friendly experience for owners participating in the program.
Developed as part of the RAPID (Rental Assistance through People-Informed Design) project—a collaboration between HPD and Public Policy Lab—the updated package reflects insights gathered through interviews and research with program stakeholders, including current participants.
The revamped package simplifies paperwork, reduces errors and redundancies, and ensures HPD can efficiently collect essential program information.
The new package will be provided to voucher holders who are issued a voucher after November 1st, 2024.
No need to worry if you have the previous Section 8 Landlord Package—HPD will continue to accept and process all packages currently in circulation.
Watch the instructional video for a step-by-step guide below on how to complete the new package.
If you have any questions, you can contact Owner Services at S8landlords@hpd.nyc.gov
For more information on the RAPID project, visit here: https://www.publicpolicylab.org/projects/rapid/
HPD will continue to accept and process both versions of the package in circulation.
