Through this Request for Qualifications (RFQ), HPD has established a list of Qualified Supportive Housing Developers (Qualified List) that HPD designates as qualified to develop and construct high-quality supportive housing development projects on sites that will be available for disposition by HPD or other City agencies. The projects will consist of supportive and affordable housing with on-site supportive services. Qualified developers must be eligible non-profit organizations and must have an interest in and demonstrated capacity to maintain the long-term physical and financial viability, regulatory compliance, and responsible ownership of supportive and affordable housing.
This RFQ seeks to encourage the development of supportive housing, a critical tool for addressing homelessness in New York City. The aim of the RFQ is to attract a diverse group of developers to create innovative, affordable supportive housing coupled with on-site services. Supportive housing is an important and cost-effective way to provide stable housing for vulnerable populations. The project(s) that will result from this RFQ serve the City’s critical goals of creating needed housing opportunities, maximizing affordability, making City-owned land available for private residential development, and, in turn, enhancing the City’s community revitalization efforts and advancing the goals laid out in Housing Our Neighbors: A Blueprint for Housing and Homelessness, the NYC 15/15 Initiative, and Where We Live NYC, the City’s fair housing plan to fight discrimination, confront segregation, and take action to advance opportunity for all.
Qualified developers are expected to apply for financing through the Supportive Housing Loan Program (SHLP) as well as pursue additional financing from other sources and agencies through, including but not limited to, the New York City Housing Development Corporation and the New York State Homes and Community Renewal and New York State Housing Finance Agency programs. Projects funded through HPD SHLP will follow the programmatic guidelines of the program.
It is important to note that not all qualified developers appearing on the Qualified List will receive a site or sites through this RFQ. In some situations, there may be a request for additional information and/or additional competitive steps in the designation process.
Applicants must be nonprofit organizations, will be evaluated based on supportive housing development experience, supportive housing services experience and capacity, portfolio management, financial capacity, and partner and community engagement.
