NEW YORK CITY CORPORATION COUNSEL SYLVIA O. HINDS-RADIX APPOINTS SPENCER FISHER AS DIVISION CHIEF OF THE LEGAL COUNSEL DIVISION

New York City Corporation Counsel Sylvia O. Hinds-Radix today announced the appointment of Spencer Fisher as Division Chief of the Legal Counsel Division, the team responsible for advising the Mayor, other elected officials, and City agencies on issues concerning virtually every area of municipal law.

Fisher began his legal career as an attorney in the Legal Counsel Division in 1986 after graduating from Harvard Law School. He served as Deputy Chief of the division since 2018, and became Acting Chief in November 2023, following the retirement of Stephen Louis who served with distinction as chief of the division since 1997.

“Spencer Fisher is a pillar of the Law Department,” said New York City Corporation Counsel Hinds-Radix. “His expertise has been relied upon for decades on some of the most complex issues facing the City. As chief of the Legal Counsel Division, Spencer will continue this office’s longstanding tradition of excellence and integrity.”

Fisher has distinguished himself as a City Charter and Administrative Code expert who has worked on numerous high-profile matters and initiatives.

Fisher’s counseling work over the years supported charter revision commissions, the creation of the City’s 311 Call Center, the merging of the Transit and Housing Police forces into the New York City Police Department, combining EMS with the Fire Department, and development of the City’s first recycling law in 1989. Throughout his tenure at the Law Department, Fisher has been a mentor to new and experienced attorneys, always fostering an environment of inclusivity and collaboration.

Fisher was recently honored with the New York Law Journal’s Lifetime Achievement Award and is the recipient of numerous other awards including the City Bar’s Municipal Affairs Committee Award, the Corporation Counsel’s Award for Distinguished Legal Service, and the New York County Lawyers Association Public Service Award.
