Notice of Rights under the Americans with Disabilities Act

Mayor’s Office of Contract Services (MOCS) does not allow discrimination on the basis of disability in the operation of its programs, services, or activities, and enables participation by persons with disabilities by providing necessary reasonable accommodations. MOCS adheres to the applicable federal, state, and city law.

Anyone who needs a disability related accommodation in order to participate in a program or receive a service at MOCS is invited to make their needs and preferences with respect to accommodation known to us by contacting:

Grievance Procedure under the Americans with Disabilities Act

A grievance with respect to matters other than employment should be in writing and contain information about the alleged discrimination such as the name, address, and contact number of the complainant and the location, date, and description of the problem. Alternative means of filing complaints, such as personal interviews or a tape recording of the complaint, will be made available for persons with disabilities upon request. The complaint should be submitted by the complainant or the complainant’s designee as soon as possible but no later than sixty (60) calendar days after the alleged violation to:

Within thirty (30) calendar days after receipt of the complaint, the ADA Coordinator or his or her designee will contact the complainant to discuss the complaint and the possible resolutions. Within fifteen (15) calendar days of this contact, the ADA Coordinator or his or her designee will respond in writing, and where appropriate, in format accessible to the complainant, such as large print, Braille, or audio tape. The response will explain the position of the Mayor’s Office of Contract Services and offer options for resolution of the complaint.

The grievant or the grievant's designee may appeal the decision by the ADA Coordinator or his or her designee within fifteen (15) calendar days after receipt of the response by mail to:

The appeal should be submitted in writing. Alternative means of filing an appeal, such as an in-person interview or an audio recording of the grievance, may be made available for persons with disabilities upon request.

MOCS’s response to the appeal will be provided to the grievant within sixty (60) days following receipt of the request for the appeal.


Disability Service Facilitator

As a result of New York City Local Law 27 of 2016, city agencies are required to appoint a Disability Service Facilitator. The Disability Service Facilitator shall coordinate its efforts to comply with and carry out its responsibilities under the ADA and other federal, state and local laws and regulations concerning accessibility for persons with disabilities. These individuals are liaisons to New Yorkers with disabilities, connecting people with disabilities to city government.
