Notice of Public Hearings Concerning Proposed Rates and Charges to be Effective July 1, 2021

PUBLIC NOTICE IS HEREBY GIVEN THAT in accordance with Section 1045-j (3) of New York Public Authorities Law, the New York City Water Board (the “Board”) will hold public hearings concerning certain amendments to the Board’s Rate Schedule effective July 1, 2021. Due to the COVID-19 pandemic, the hearings will be held via teleconference:

1. An increase of up to 2.76% to the metered and unmetered water rates and rate-based billing programs described in the Rate Schedule that was first effective July 1, 2020.
2. For properties that were automatically enrolled in the Multiple-Family Conservation Program, the Board will consider amending the Rate Schedule so as to not assess the 10% surcharge in Fiscal Year 2021 on enrolled properties that did not administratively demonstrate compliance with the program’s terms.
3. Amendments to the Comprehensive Water Reuse and Private Wastewater Treatment Plant discounted billing programs, authorizing developments comprised of multiple properties sharing a Water Reuse or Private Wastewater Treatment Plant to apply as a group for the discounted billing rates.
4. Restatement of the Board’s statutory billing requirement with respect to late interest charges assessed on overdue water and wastewater bills.
5. An amendment to the term of authorized customer wastewater allowances, and an adjustment to the rounding rule used in calculating exceptions to the standard wastewater allowance.
6. Clarifications to existing policies and procedures.

An audio recording and written transcript of the hearing will be posted on the Board’s website following the hearing. Anyone may attend or register to speak. Those who wish to testify at the hearing must contact the Board by email: nycwaterboard@dep.nyc.gov, telephone: (718) 595-3594, or mail: New York City Water Board, 59-17 Junction Boulevard, 8^th Floor, Flushing, NY 11373, to register no later than 5pm the day prior to each hearing. Oral testimony will be limited to five (5) minutes duration. A copy of any prepared or written statement may be submitted for the Board’s consideration at the above email or mailing address by 5pm on June 2.
