The New York City Water Board (the “Board”) is a public benefit corporation whose primary duty is to establish and collect water and sewer rates and charges for the Water and Sewer System (the “System”) of the City of New York (the “City”). The System is operated and maintained by the City’s Department of Environmental Protection (“DEP”), and DEP’s Bureau of Customer Services provides billing services to the Board and collects all revenues of the System.
The Board is issuing a Request for Proposals (“RFP”) to solicit proposals from qualified firms to provide lockbox and other payment processing services in connection with the payment of water, wastewater, and other related charges. The System has approximately 836,000 accounts, and in fiscal year 2011, approximately 2.9 million items were received by the System’s lockbox.
