NYC Department of Design and Construction Establishing List of Pre-Qualified Bidders for East Side Coastal Resiliency Project

(Long Island City, NY – July 1, 2019) The NYC Department of Design and Construction (DDC) is establishing a list of pre-qualified bidders for construction services for the $1.45 billion East Side Coastal Resiliency (ESCR) project. Only vendors on the Pre-Qualified List (PQL) will be considered when the City solicits bids for construction contracts for ESCR later this year.

Qualified firms and qualified joint ventures that are interested in being placed on the PQL are strongly encouraged to respond to the DDC’s Request for Qualifications (available on the DDC website here) as soon as possible to ensure they are certified in time for the bid’s release. The prequalification process is designed to ensure that bids are considered only from contractors that possess the necessary experience and resources to successfully complete the requirements of future ESCR contracts.

DDC anticipates that contracts for ESCR will include ambitious goals for Minority- and Women-Owned Business Enterprise (M/WBE) participation. Only M/WBEs that are certified by the NYC Department of Small Business Services will be counted toward M/WBE participation goals. Applicants for the PQL who qualify for M/WBE certification, and/or qualified M/WBE subcontractors seeking ESCR subcontracting opportunities, are encouraged to be certified as soon as possible.

ESCR is funded in part by the U.S. Department of Housing and Urban Development Community Development Block Grant Disaster Relief (“CDBG-DR”) Program. All contractors will be subject to requirements of the CDBG-DR Program, and contractors will be required to enter into contracts with the City that include CDBG-DR requirements.

East Side Coastal Resiliency is a plan to protect the lower Manhattan communities along the East River that were most affected by Hurricane Sandy from the effects of future storms and sea level rise. The 2.4-mile-long project will install a continuous flood protection system from Montgomery Street north to East 25th Street. Flood protection would consist of a combination of floodwalls and deployable flood gates, raised landscapes and other structures, each individually tailored to the specific site in which they will be constructed.
