Application Guidelines
New York City is one of the most diverse cities in the world, and the news publications its residents consume reflect that diversity.
The Mayor's Office of Ethnic and Community Media (MOECM) promotes City services and programs through partnerships with an array of Ethnic and Community Media outlets that serve people across the five boroughs.
Pursuant to New York City Charter § 3302(e), MOECM has developed the guidelines below setting forth a process for the development of a list of ethnic and community media outlets (Citywide Marketing Directory) for mayoral agencies to use at their discretion for advertising purposes.
MOECM will update the Citywide Marketing Directory annually, or with more frequency at the Executive Director's discretion. The complete directory will be published on MOECM's website and NYC Open Data.
Ethnic and Community Media Outlets
Pursuant to New York City Charter § 3301, the term "ethnic and community media outlet" means any media outlet that:
- serves particular communities of people based on native language, race, color, gender, national origin, ethnicity, religion, sexual orientation, disability or immigrant status;*
- targets a discrete neighborhood, geographic region, or population within the city rather than the city as a whole; or
- falls within a specifically tailored subject matter, as determined by the Executive Director.
If the Executive Director determines a specifically tailored subject matter pursuant to New York City Charter § 3301(3), such subject matter will be published in an update to these guidelines. The following have been determined by the Executive Director thus far: family, government, and professional publications.
The term "media outlet" means a publication that provides news or other media content through print, digital, television, or radio.
*Note: For ethnic and community media outlets that serve a particular community based on native language, the outlet's primary language must be a language other than English.
Process for Developing Citywide Marketing Directory
- MOECM will accept applications from media outlets that wish to be included in the Citywide Marketing Directory. The application for the Citywide Marketing Directory will be available soon.
- Each media outlet, regardless of their status in the current Citywide Marketing Directory, will need to submit a new application to be included in the updated Citywide Marketing Directory.
- MOECM will audit each application to authenticate that the information provided is true and correct. False or misleading information will disqualify a submission.
- After MOECM reviews all applications, MOECM will send emails to all applicants regarding the status of their application for the Citywide Marketing Directory.
- The Citywide Marketing Directory will be published on the MOECM website and NYC Open Data.
- Submission of an application does not guarantee being listed in the Citywide Marketing Directory.
- Outlets in the Citywide Marketing Directory are not guaranteed any advertising or other business relationship with the City of New York.
- Any updates to these guidelines will be posted here.
A media outlet's application will be considered incomplete until the media outlet submits all required documents to MOECM pursuant to these guidelines and timelines. See below for more details on application document requirements for each type of media.
Application Document Requirements and Next Steps
Your application will not be complete until ALL required documents are submitted.
Incomplete applications cannot be uploaded for consideration.
- Outlets must upload all required documents for each type of media at the time of submitting the application.
- Make sure to gather all required documents before starting the online application.
- You will not be able to save the application once started, so please have all documents ready to be uploaded.

Print outlets MUST submit the following information in addition to their application:
2023 Information
- 2023 Q4 Printer Invoice (between October to December 2023)
2024 Information
- 2024 print media kit
- 2024 print rate card
- 2024 Q1 Printer Invoice (between January to March 2024)
- 2024 Q2 Printer Invoice (between April to June 2024)
- 2024 Q3 Printer Invoice (between July to September 2024)
- Explanation of print distribution and zip codes Should be submitted on your company's letterhead.
- Current Physical copies of your publication as published:
Daily, weekly, monthly, etc. depending on your publishing frequency.

- 2023 Q4 Analytics Report (between October to December 2023)
2024 Information
- 2024 digital media kit
- 2024 digital rate card
- 2024 Q1 Analytics Report (between January to March 2024)
- 2024 Q2 Analytics Report (between April to June 2024)
- 2024 Q3 Analytics Report (between July to September 2024)
Radio outlets required documents
Radio outlets MUST submit the following information in addition to their application:
- 2024 radio media kit
- 2024 radio rate card
- Listenership statistics for the NYC five boroughs
Examples: ratings reports, analytics reports, server logs, view counts, etc.
TV outlets required documents
TV outlets MUST submit the following information in addition to their application:
- 2024 TV media kit
- 2024 TV rate card
- Viewership statistics for the NYC five boroughs

Application Deadline and Link
The Citywide Marketing Directory application will be available year-round starting October 15th, 2024.
Outlets may submit an application at any time. MOECM will process complete applications quarterly.
