NYCHA’s Annual Plan Public Hearing 

The public is invited to comment on NYCHA’s Draft Significant Amendment to the Fiscal Year 2024 Annual Plan and the Fiscal Year 2025 Draft Annual Plan and Five-Year Plan at a public hearing on Tuesday, July 30, 2024, from 5:30 p.m. to 8 p.m. at Borough of Manhattan Community College (199 Chambers Street in Manhattan).  

The public hearing will be held as a hybrid meeting, so attendees can participate in person or virtually.

On October 15, 2024, the New York City Housing Authority submitted its Final FY 2025 Annual PHA Plan and Five-Year Agency Plan for Fiscal Years 2025-2029 to HUD for approval.

2020

Draft Significant Amendment to the Annual Plan for Fiscal Year 2020 – Real Estate Development Activities and FY2020 Capital Fund Submission


On October 16, 2020 the New York City Housing Authority published a Draft Significant Amendment to the Fiscal Year 2020 Annual PHA Plan which is available for public review online.

In the Significant Amendment to the FY 2020 Annual Plan, NYCHA requested HUD approval to convert Belmont-Sutter Area and Fiorentino Plaza through RAD, as an addition to the previously announced and approved PACT project at Boulevard Houses. NYCHA also requested HUD approval to convert Pennsylvania Ave-Wortman Ave through RAD, as an addition to the previously announced and approved PACT project at Linden Houses. Through this action, all units in the developments will be operated outside the federal public housing program. Families will be transitioned to Section 8 assistance. Families ineligible for Section 8 assistance will be allowed to remain in place and pay no more than 30% of their adjusted gross income towards rent. The Significant Amendment also includes the Draft FY 2020 Capital Plan and 5-Year Action Plan for public review.


The Final FY 2020 Annual PHA Plan and Five-Year Agency Plan for Fiscal Years 2020-2024

Draft Significant Amendment to the Annual Plan for Fiscal Year 2019 – FY 2019 Capital Fund Submission

On May 31, 2019, NYCHA published a Draft Significant Amendment to the Fiscal Year 2019 Annual PHA Plan for public review. The Significant Amendment includes the Draft FY 2019 Capital Plan and 5-Year Action Plan for public review.


Final Significant Amendment to the Fiscal Year 2019 Annual PHA Plan

On March 21, 2019, NYCHA submitted a Significant Amendment to the Fiscal Year 2019 Annual PHA Plan to HUD for approval. The Significant Amendment is available for review online, at NYCHA’s Central Office and each development’s management office.

NYCHA is amending its Annual Plan for Fiscal Year 2019 in order to include a statement on implementing the new public housing income limit requirements mandated under the federal Housing Opportunity Through Modernization Act (HOTMA) and HUD rules. Housing authorities have the option under HOTMA to either evict households with incomes over a certain limit or allow them to remain in public housing and pay higher rent. NYCHA will allow these households to remain in public housing, paying higher rent according to a HUD formula described on page 16 of the Draft Significant Amendment.

NYCHA also requested HUD approval for a retention action pursuant to 2 CFR Part 200 for the remaining developments in the LLC II portfolio: 344 East 28th Street and Wise Towers in Manhattan and Boulevard and Linden in Brooklyn. Through this action, all units in the developments will be operated outside the federal public housing program. Families will be transitioned to Section 8 assistance. Families ineligible for Section 8 assistance will be allowed to remain in place and pay no more than 30% of their adjusted gross income towards rent.

As part of this Significant Amendment to the FY 2019 Annual Plan, in order to improve the financial stability of NYCHA’s RAD conversions, NYCHA requested HUD approval to use the Section 18 disposition process for some or all units within the developments currently approved or being considered for RAD conversion. Resident rights will remain consistent across all developments and residents will continue to pay no more than 30% of adjusted gross income towards rent.

NYCHA also requested approval to use the Section 18 disposition process for up to 25% of the units in the aggregate for the following developments previously approved for RAD conversion: Bushwick II (Groups B & D), Hope Gardens and Palmetto Gardens. Resident rights will remain consistent across all developments and residents will continue to pay no more than 30% of adjusted gross income towards rent. Bushwick II (Groups A & C) and Bushwick II CDA (Group E) will be entirely conveyed through Section 18 as part of the RAD conversion of the Hope Gardens public housing consolidation.

On October 18, 2018, the New York City Housing Authority published its Final FY 2019 Annual PHA Plan which is available for public review online, at NYCHA's Central Office and each development's management office.

NYCHA held a public hearing at the Borough of Manhattan Community College (“BMCC”) in Manhattan on May 22, 2018.

Final Significant Amendment to the Annual Plan for Fiscal Year 2018 – RAD for Scattered Sites, PACT/Unfunded Units, 100% Affordable Housing and Seniors First and the FY 2018 Capital Fund Submission

On August 23, 2018, NYCHA submitted a Significant Amendment to the Fiscal Year 2018 Annual PHA Plan to HUD for approval. NYCHA amended its Annual Agency Plan for Fiscal Year 2018 to convert the following public housing developments to project-based Section 8 under the NextGen NYCHA Permanent Affordability Commitment Together (PACT)/Rental Assistance Demonstration (RAD) program:

  • Betances I
  • Betances IV
  • Betances V
  • Betances VI
  • Bushwick II (Groups B & D)
  • Hope Gardens

As a result, NYCHA converted public housing subsidies to Project Based Vouchers (PBV) at these developments under the guidelines of PIH-2012-32 (HA) H-2017-03, REV-3 (Notice) and any successor Notices. NYCHA also requested HUD approval for a retention action pursuant to 2 CFR Part 200 for Independence and Williams Plaza in Brooklyn. Through this action, all units in the developments will be operated outside the federal public housing program. Families will be transitioned to Section 8 assistance. Families ineligible for Section 8 assistance will be allowed to remain in place and pay no more than 30% of their income for rent.

The Amendment includes the disposition of parcels of land at Baruch, Bushwick II CDA (Group E), and Sotomayor for the development of new 100% affordable housing for seniors and land at Cooper Park for the NextGeneration Neighborhoods program. The FY 2018 Capital Plan and 5-Year Action Plan was also submitted for approval.

2017

Final Significant Amendment to the Annual Plan for Fiscal Year 2017 - PACT Program for Unfunded Units

On July 21, 2017, NYCHA released a Significant Amendment to the FY 2017 Annual PHA Plan to HUD for public review. The unfunded unit portfolio includes 8 developments (LLC II developments) that received no public housing funding. To finance badly needed repairs at these developments and preserve their affordability, NYCHA expanded PACT to create a public-private partnership and bring these units into the Authority’s Housing Choice Voucher (Section 8) program.

NYCHA held a public hearing at the Borough of Manhattan Community College (“BMCC”) in Manhattan on September 6, 2017 and accepted written comments on the Proposed Amendment through September 8, 2017.


FY 2017 Annual PHA Plan

On October 18, 2016, the New York City Housing Authority submitted its Final FY 2017 Annual PHA Plan to HUD for approval. The Final Annual Plan for FY 2017 will be available for public review online, at NYCHA’s Central Office and each development’s management office.

Annual Comprehensive Financial Report

The Annual Comprehensive Financial Report, formerly known as Comprehensive Annual Financial Report, is a complete, independently audited set of NYCHA’s annual financial statements. In it you will find an introduction to NYCHA and our executive management team, management’s discussion and analysis of NYCHA’s financial performance, Statements of net position, Statements of revenues, expenses, Statements of cash flows and related Notes. The Annual Comprehensive Financial Report contains a statistical section comparing operating and non-operating revenues and expenses, financial indicators, resident demographics and data on NYCHA developments.
