Provisions of the New York State Urban Development Corporation Act require that any General Project Plan (GPP) to be implemented through the override of local regulation or which involves the acquisition of real property by condemnation be referred to the City Planning Commission. Under the statute, the Commission may recommend approval, disapproval or modifications to the GPP. In the event the Commission recommends disapproval or modification of the GPP, the Empire State Development Corporation or a subsidiary may affirm the GPP in its original form only by a two-thirds vote of the Board of Directors.
The City Planning Commission has made the following recommendations regarding state General Project Plans. For more information on the project plans see New York State's Empire State Development.
