Small BID Support Grant Program

The Small Business Improvement District (BID) Support Grant Program fulfills a commitment in Mayor Eric Adams' "Rebuild, Renew, Reinvent: A Blueprint for New York City's Economic Recovery" to "fortify NYC's commercial corridors, providing critical resources to small BIDs and helping launch new ones throughout the five boroughs."

Of New York City's 76 BIDs, more than half have modest assessments of $600,000 or less with which to provide supplemental services, programming, and improvements to their commercial districts. Generally, the organizations managing these small BIDs have two or fewer staff members. Lack of adequate resources prevents the smallest districts from delivering services and programs comparable to larger districts, and raising assessments often poses significant challenges to property and business owners in the districts. In addition, BIDs serving low- to moderate-income communities face resource challenges and unique on-the-ground issues, even with larger assessments.

The Small BID Support Grant Program proactively addresses issues of resource access and equity within the boundaries of BIDs throughout the five boroughs.


Single District Grants

Single District Small BID Support Grants provide funds to place-based nonprofit organizations that are currently addressing commercial corridor recovery, management, and growth within the boundaries of an existing Business Improvement District (BID) in NYC with an annual assessment less than or equal to $600,000 OR with an annual assessment less than or equal to $1 million and located in a low- to moderate-income neighborhood.

Funding for Single District Small BID Support Grants will provide up to $100,000 for staffing, planning, and implementing commercial revitalization projects within Designated Service Areas for Fiscal Year 2025 (July 1, 2024 – June 30, 2025) per district.

Who Can Apply

Applicants must be:

  • Providing existing commercial revitalization services within the boundaries of eligible Business Improvement District geographies in New York City (list can be found in the guidelines;
  • Incorporated nonprofit corporations that operate, or have the authority to operate, in New York City;
  • Compliant with annual State and Federal filing requirements that are pertinent to their type of organization, including New York State Charities Bureau filings.
