Who is eligible for the FDNY WTC Medical Monitoring and Treatment Program at BHS?
- All FDNY members (Fire and EMS; active and retired) who participated at least one day in the WTC rescue and recovery effort at any of the WTC sites (Ground Zero, Staten Island land fill, or the NYC Chief Medical Examiner’s office) between 9/11/01 and July 2002. (This includes those members who did not receive our original BHS WTC Medical Screening.) All active members receive this monitoring as part of their periodic company medical.
- To be eligible for FDNY-WTC Free Prescription Medication Plan, you must fulfill the requirements listed above, AND you must have had a FDNY-WTC “annual” medical since Aug. 12, 2005 and agree to keep that updated as directed. Click here for more information
Will I incur any costs for the testing, treatment, and services available at the FDNY-WTC-MMTP?
No. The FDNY-WTC-MMTP is provided to you free of charge. This health and wellness program is funded by a National Institute for Occupational Safety and Health (NIOSH) Grant and a September 11th Recovery Grant from the American Red Cross (ARC) Liberty Disaster Relief Fund.
Yes! The WTC Medical Monitoring Program at the Bureau of Health Services (BHS) is co-designed and endorsed by the UFA, UFOA, and EMS Locals 2507 and 3621.
What will the FDNY-WTC-MMTP include?
The FDNY-WTC-MMTP provides a free, comprehensive medical, allowing BHS healthcare professionals to evaluate your health, diagnose any illnesses you may have, provide early detection of late-emerging diseases, and develop individualized treatment plans. This program, funded in large part by NIOSH includes:
- Free medications for WTC-related illnesses beginning December 1st, 2006 (Click here for more information)
- Electrocardiogram
- Chest imaging (x-ray)
- Screenings for cholesterol, liver, kidney, and blood diseases
- Pulmonary function and hearing tests
- WTC-specific computerized wellness surveys
- Wellness interview
- Follow-up by our dedicated BHS Case Management Nurses, Physicians, and our other healthcare professionals to assist you with the progress of your personal treatment plan.
What does The American Red Cross Recovery grant provide?
The grant provides specific follow-up testing, treatment, and services, if medically needed, based on your FDNY-WTC Medical Monitoring results, at no cost to you. Previously, these tests, treatments, and services for WTC-related conditions were paid for out-of-pocket by many of our FDNY first responders (especially our retired and EMS members). After your FDNY-WTC-MMTP evaluation, if your health status requires, you will be referred for free follow-up services or other tests, including:
- Respiratory evaluation and treatment with Chest CT scan and/or Sinus CT scan and/or Thyroid scan, as needed
- Follow-up psychological and social work services
- Chronic WTC-related pain treatment, such as massage therapy and acupuncture
- Sleep Study Tests
- Cardiac Stress Testing
- Complete PFT/Methacholine Challenge Testing
- GI Endoscopies
- Health and wellness programs, such as:
The FDNY Tobacco Cessation Program, which includes:
1. Personalized guidance on quitting
2. Diet and exercise tips
3. Free nicotine replacement medication(s)

As an FDNY EMS member, if I receive a BHS physician referral for additional testing, treatment, or a service for a WTC related condition or injury, and it is paid for by the American Red Cross Grant - do I still need to continue my application for Workers' Compensation?
Yes. The American Red Cross Grant is not a substitute for filing, or continuing to pursue, a Workers' Compensation claim for a WTC-related condition or illness. The September 11th Recovery Grant from the American Red Cross Liberty Disaster Relief Fund is a two year grant covering only certain follow-up tests, treatments, and services for WTC-related health issues at no cost to you.
How is the FDNY-WTC-MMTP different from the Mount Sinai program?
The enhanced FDNY-WTC-MMTP is designed for the unique exposure of first responders and offers:
- A program specially designed for our FDNY members. Your current medical monitoring data will be provided directly to you, along with a comparison to your pre- and post WTC BHS medical results.
- BHS healthcare staff will be monitoring overall health risk trends among our FDNY members. This group data will be available to Fire and EMS Unions, co-partners in the FDNY-WTC-MMTP.
- Additional tests, treatment, and medications will be available at no cost to you.
- Information will be given to you to help you with a FDNY disability application.
How do I to sign up?
Active FDNY members will receive the WTC Medical Monitoring as part of their periodic company visit to BHS. If you are an eligible retiree and have not started the FDNY-WTC-MMTP, please call (718) 999-1858.
Where do I go to receive the WTC Monitoring Program medical?
You can receive your WTC Monitoring Medical at the FDNY Bureau of Health Services at 9 Metrotech Center in Brooklyn.
What happens after I have completed the FDNY-WTC Monitoring Medical?
The FDNY-WTC-MMTP provides:
- Your individual medical monitoring data only to you, along with a comparison to your pre- and post BHS WTC medical results.
- Medical follow-up appointments that offer you continuing health surveillance, recognizing that delayed onset of many illnesses for WTC rescue workers exposures may occur.
- Health risk trend group data (without names or identifiers) that will be shared with Fire and EMS Unions and other experts so that lessons learned from the FDNY-WTC-MMTP can help other First Responders.
If I am found to have health issues related to my WTC work and exposures, what can I do?
The BHS healthcare staff will meet with you individually, informing you of the free treatment and services available to you.
As an FDNY member, incumbent and retiree- how many free WTC Monitoring Medicals am I eligible for?
FDNY members are eligible for three (3) free comprehensive WTC Monitoring Medicals through June 2009.
How will I know when it is time for me to get a follow-up medical?
Active FDNY members have regularly scheduled visits with their unit, or EMS station, for a BHS medical. For retired members, the FDNY-WTC-MMTP staff will contact you when it is time to schedule a follow-up medical.
What happens if I change my contact information (i.e. address, phone numbers)?
If you change any of your contact information, please call the FDNY personnel department at (718) 999-1170. You will need to complete the CD-6 form, which only you can file. The FDNY must have your current mailing address to keep you updated on the status of the WTC program, and send you necessary materials like your free prescription card. It would also be helpful to give the WTC program your updated information in case we need to reach your before the Personnel Department notifies us of changes to your contact information.
I feel well, why should I come for a WTC monitoring medical?
We are glad that you feel well, but other members are not so lucky. Without your participation, others may conclude that you have no problems or concerns. The best assurance for continued healthcare is to stay in the FDNY-WTC-MMTP even if you feel well today. This Program is designed to follow your health for at least a five-year period. Not all health impacts cause symptoms you are aware of, so by getting monitored periodically, it may be possible to detect any late-starting conditions or disease.
How does coming to BHS for the FDNY-WTC-MMTP help my fellow FDNY members?
- Compared to other WTC workers and volunteers, you and your fellow FDNY members received the most unique and extensive exposures of known and unknown substance mixtures. The FDNY-WTC-MMTP provides, both individually and collectively, early detection, treatment plans, and pertinent information that will ensure the future health and safety of all FDNY members.
- Prior FDNY BHS group outcomes have already established some of the health impacts caused by the unique WTC exposure of our FDNY members.
- The continued participation of our FDNY members, active and retired, in the FDNY-WTC-MMTP is critical. This will allow BHS to continue monitoring the delayed and developing, long-term WTC-related health outcomes, raise public awareness, and seek ongoing funding for the current and future health needs of our FDNY-WTC first responder
How do I hear about new information on the FDNY-WTC-MMTP?
New information and updates on the FDNY-WTC-MMTP will be provided through mailings, e-mails, on the FDNY Insider website, and in the BHS newsletter, Health Connections.
Will I be contacted if the group data show changes in our health status as first responders?
Yes, all participants will be contacted if group data indicate changes in the health status of our FDNY members.
